CITY OF MURFREESBORO MURFREESBORO, TENNESSEE MURFREESBORO 2019 HOBAS INSPECTION PROJECT ADVERTISEMENT FOR BIDS Sealed Bids for the completion of the Murfreesboro 2019 HOBAS Inspection Project will be received by City of Murfreesboro Water Resources Department - Operations & Maintenance Division located at 1725 South Church Street, Murfreesboro, TN 37130, until 10:00 A.M. local time on September 18, 2019, at which time the Bids received will be publicly opened and read. The Project requires MSI inspections including CCTV, LiDAR, and SONAR to measure deformation and ovality of approximately 1,100 LF of 54-inch, 8,800 LF of 48-inch, and 14,750 LF of 36-inch HOBAS sanitary sewer pipe. Due to the collapse and emergency repairs of similar large-diameter HOBAS pipe in the area, timely completion the project is critical and a 24-hour, 7-day work week will be allowed except for in a few key residential areas where work will not be allowed on midnight Sunday morning until 7:00 AM Monday morning. MWRD staff will provide pre-cleaning of pipes and clearing of easements prior to the inspection of each pipe. The Project is set-up for two phases of work. One phase will include map pages 1, 3, 4, 6, and 8 with an approximate footage of 13,600 LF. The other phase will include map pages 2, 5, 7, 9, 10, and 11 with an approximate footage of 11,050 LF. Parks Avenue, 11th Floor Nashville, Tennessee 37243 TO WHOM IT MAY CONCERN:  The application described below has been submitted for an Aquatic Resource Alteration Permit under The Tennessee Water Quality Control Act of 1977, T.C.A. §69-3-108. In addition, federal permits may be required from the U. S. Army Corps of Engineers and the Tennessee Valley Authority under §404 of the Clean Water Act and §26a of the Tennessee Valley Authority Act, respectively. Section 401 of the Clean Water Act requires that an applicant obtain a water quality certification from the state when a federal permit is required. This notice may cover applications subject to §401.  No decision has been made whether to issue or deny this application. The purpose of this notice is to inform interested parties of this permit application and to ask for comments and information necessary to determine possible impacts to water quality.
