The City of Murfreesboro, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to construction of Phase 2 of the Mercury Boulevard Sidewalk Project. The project proposal is to install sidewalks along both sides of Mercury Boulevard within the project limits from Middle Tennessee Boulevard to Apollo Drive. The project length is approximately 3,650 feet, thus entails approximately 7,300 ft of ADA compliant constructed sidewalk. The project will also upgrade existing signalized intersections to accomondate pedestrian by installing pedestrian push buttons, pedestrian signals and markings. The project shall be accomplished in accordance with TDOT Local Programs guidelines since portions of the project are federally funded. The professional consultant engineering consulting firm must be on TDOT’s pre-approved list or have a completed pre- qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to:

  • PE-DESIGN
  • UTILITY COORDINATION
  • ROW (No ROW is anticipated; Slope & Construction Easements are anticipated)
  • CONTRUCTION ENGINEERING INSPECTON (CEI)

Estimated Schedule for Performance of Work

  • Complete Preliminary Design NEPA Phase Summer 2019
  • Complete Final Design & Utility Coordination Spring 2020
  • Complete Construction Phase Spring 2021

Firms may request consideration by submitting a letter of interest along with qualifications to the City of Murfreesboro, 111 West Vine Street, Murfreesboro, TN 37130 Attn: Craig Tindall City Manager. All letters of interest must be received by the City of Murfreesboro on or before 3:00 p.m. local time Friday October 19, 2018. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. Method of payment shall be hourly not to exceed.

Phase I Evaluation

For Phase I evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include:

  • Past experience in the required disciplines with TDOT and other clients
  • Qualifications, relevant expertise, ability, and availability of staff to be used in performing the services.

From the letters of interest, City of Murfreesboro will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected.

Phase II Evaluation

The City of Murfreesboro will evaluate the top 3 firms on the following criteria (relative weight):

  1. Past experience in the required disciplines with TDOT and municipal clients. (20%)
  2. Past experience specific to federally funded projects. (20%)
  3. Evaluations on prior TDOT, City projects, if available. (10%)
  4. Demonstrated ability to meet schedules without compromising sound engineering practice (15%)
  5. Qualifications, availability, and experience of proposed staff. (25%)
  6. Amount of work under contract with TDOT and other clients (10%)

The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.
