LEGAL NOTICE INVITATION TO BIDDERS

The Town of Smyrna will accept bids on the TOWN OF SMYRNA, TENNESSEE, 2018 WASTEWATER TREATMENT PLANT EXPANSION (5.85 MGD TO 9.0 MGD).

Work will include expansion of the existing wastewater treatment facility which has a current capacity of 5.85 MGD. The expansion will increase the capacity to 9.0 MGD. The expansion shall consist of upgrading the existing headworks with new screens, upgrading the existing raw water pump station with new larger pumps, constructing a new anaerobic basin with a flow splitter box, retrofitting the six existing oxidation basins, constructing a new oxidation basin, constructing a new clarifier splitter box, constructing two new clarifiers, constructing a new tertiary filter structure, upgrading the existing ultra-violet light disinfection facility, removing an inline filter and installing a third reuse water pump in the reuse water pumping station, installing a rotary drum sludge thickener and digester decanter at the digester building, removing the existing belt presses and installing two new centrifuges at the dewatering building, installing new yard piping, grading, new electrical work, instrumentation and controls, upgrading the existing SCADA system and all related and associated appurtenances to provide a complete and operable facility in accordance with the Contract Documents.

The allotted time for construction is one thousand and ninety-five (1,095) consecutive calendar days as set forth in the Agreement.

Payment of the performance bond is to be made by certified or cashiers check at the time the Agreement for Removal is executed. FAILURE BY THE SUCCESSFUL BIDDER TO COMPLETELY REMOVE SAID IMPROVEMENTS TO GROUND LEVEL AND REMOVE ALL DEBRIS RESULTING FROM SAID REMOVAL WITHIN SPECIFIED TIME PERIOD WILL CONSTITUTE FORFEITURE OF THE PERFORMANCE DEPOSIT. FORMER SEWART AIR FORCE BASE RESTORATION ADVISORY BOARD (RAB)

The former Sewart Air Force Base (AFB) is located in Smyrna, Tennessee in Rutherford County approximately 20 miles southeast of Nashville and consists of approximately 3,325 acres. The former Sewart AFB was acquired by the Department of Defense (DOD) in the 1940s and 1950s for use as an Army-Air Force Training Command Base and then as an Air Force Base. The site is now known as the Smyrna/ Rutherford County Regional Airport and is managed by the Smyrna/ Rutherford County Airport Authority. The Tennessee Air National Guard also maintains a rotary-winged unit at this facility. The US Army Corps of Engineers (USACE) is investigating the site under the Defense Environmental Restoration Program for Formerly Used DefenseSites(DERP-FUDSG04TN0189). USACEhasworkedclosely with the Tennessee Department of Environment and Conservation to establish and follow remedial actions protective of human health and the environment.

The DOD encourages community involvement in the environmental restoration process. A Restoration Advisory Board is one of many methods the Army Corps of Engineers may use to facilitate public participation at a Formerly Used Defense Site. RABs provide a collaborative forum for the community, government agencies, tribes and installation decision makers to discuss and identify the most efficient and productive means to restore the environment. RAB members are asked to meet regularly to review and comment on technical documents and plans relating to the ongoing environmental studies and restoration activities at the former Sewart AFB. Members will be expected to serve as liaisons with the community and be available to meet with community members and groups. RAB members serve as volunteers and provide individual advice to decision makers on environmental restoration plans for the former Sewart AFB.

The USACE Mobile District welcomes public feedback regarding interest in establishing a RAB for the former Sewart AFB no later than June 7, 2019. Inquiries or questions should be submitted to:
