Application Z-20-027 by Mr. Matt Taylor of SEC, Inc., for

Providence Christian Academy, is making the following requests for

property located in a Residential Single-Family (RS-15) zone at 410

Separate sealed Bids for furnishing of all materials, labor, tools, equipment, and appliances necessary for

construction of the Ridgemont Sewage Pump Station Replacement will be received by the Owner at City

The Project consists of the following major elements: removal of existing equipment; installation of

2020 SANITARY SEWER REHABILITATION PROJECT

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Murfreesboro 2020 Sanitary Sewer Rehabilitation Project will be

received by City of Murfreesboro Water Resources Department - Operations & Maintenance Division

located at 1725 South Church Street, Murfreesboro, TN 37130, until 2:00 P.M. local time on July 14, 2020,

at which time the Bids received will be publicly opened and read.

The Project consists of the installation of a Cured-In-Place Pipe (CIPP) liner into approximately 2,600

linear feet (LF) varying from 8-inch to 21-inch gravity sanitary sewer; approximately 3,515 LF of Open Cut

Replacement (OCR) varying from 8-inch to 18-inch gravity sanitary sewer; approximately 50 CIPP lateral

repairs, approximately 30 Open Cut lateral repairs, approximately 10 Point Repairs, and approximately 375

vertical feet of manhole lining with a polymer or epoxy based liner. The scope of the project will include

all necessary labor, tools and equipment required to complete the jobs according to the specifications.

The allotted time for construction on the base bid items is 150 calendar days for substantial completion,

and 180 days for final completion.

An Additive-Alternate is included for CIPP rehabilitation of approximately 1,030 LF of existing Hobas

pipe varying from 36-inch to 54-inch. The scope of the project will include all necessary labor, tools and

equipment required to complete the jobs according to the specifications.

The allotted time for construction on the Additive-Alternate is 60 calendar days for substantial completion,

and 90 days for final completion.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis.

NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR QUALIFICATIONS AND

LETTERS OF INTEREST

June 16, 2020

The Town of Smyrna, Tennessee, an Equal Opportunity Employer, seeks to retain the services of a professional

consultant engineering firm to provide services related to NEPA, Design, and Construction Engineering

Inspection of the Florence Road Sidewalk Extension Project. This project involves the addition of sidewalks,

ramps, landscaping, and crosswalks along Florence Road from Rebel Road to Westfork Neighborhood Park.

This project received funding through the Surface Transportation Block Grant Program (Federal Project Number

STP-M-9315(12) / State Project Number 75LPLM-F0-089) as a Tennessee Department of Transportation

(TDOT) Locally Managed Program (PIN 129828.00). This project shall adhere to all applicable Federal and State

regulations and requirements. The project shall be accomplished in accordance with the project application on

which TDOT approval was based. The professional consultant engineering consulting firm (the Prime) and all

sub-consultants must be on TDOT’s pre-approved list and the prime must have unlimited status. Responsibilities

of the professional consultant engineering firm include, but are not limited to:

Required Scope of Services

• Complete the NEPA environmental documentation.

• Provide field survey services of the project area

• Provide engineering design services to prepare bid/construction documents for the

construction of the project

• Prepare itemized estimate of probable cost using TDOT item numbers

• Prepare project specifications and bid documents

• Prepare bid notice and advertisement

• Prepare and submit SWPPP permit to TDEC

• Permit submittal for review and approval to TDOT

• Utility submittal for review and approval to TDOT

• Assist Town in evaluation of bids and recommendation for contract award

• Any other services needed to complete the design, right-of-way, for construction of the

project and CEI.

Estimated Schedule for Performance of Work

• Complete the environmental document within 12 months

• Complete design plans within the following 12 months

• ROW acquisition and Utilities within the following 12 months

• Construction is anticipated to commence within 3 years from notice to proceed

Method of payment for consultant services is to be Not to Exceed Lump Sum.

Letter of Interest

Firms may request consideration by submitting a letter of interest and Prequalification Form (DT-0330, Part

1) to Rex Gaither, Finance Director, Town of Smyrna, 315 S. Lowry Street, Smyrna TN, 37167. All letters

of interest and Prequalification Form must be received on or before 10:00 a.m. Central Standard Time,

Thursday, June 30, 2020. Method of payment for consultant services is to be Not to Exceed Lump Sum.

All firms must be pre-qualified or have a completed prequalification form filed with the Tennessee

Department of Transportation (TDOT) by the deadline for the letters of interest. The letter of interest shall

not specifically identify sub-consultant(s), but rather shall indicate the scope of services anticipated to be

completed by any sub-consultant(s). The sub-consultant shall be a firm that is prequalified by TDOT to

perform the specific tasks required. A pending prequalification status will be acceptable. Please include a
