PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR

A Prime Contractor must prequalify with the Department of Transportation in
accordance with Section 54-5-117 of the “Tennessee Code Annotated” and Tennessee
Department of Transportation Rule 1680-5-3 prequalification of contractors before
biddable proposals will be furnished.
The Rutherford County Highway Department hereby notifies all bidders that a 0%
Disadvantaged Business Enterprise (DBE) goal has been set for this project and must
be met or exceeded.
The Rutherford County Highway Department hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full opportunity to submit bids
in response to this invitation, and will not be discriminated against on the grounds
of age, race, color, religion, national origin, sex or disability in consideration for an

INVITATION TO BIDDERS
The Town of Smyrna will accept quotations for the Spring
Hill Drive Extension Project.
The project will provide a link between the current termination
point of Spring Hill Drive and the Rocky Fork
Schools. This project will include construction of a new
road and storm drainage for approximately 0.26 miles in
length. The project will also include gas, water and sewer
utilities.
Sealed bids will be accepted until 10:00 am Wednesday,
August 10, 2022 at which time bids will be publicly
opened and read aloud. No bid may be withdrawn after
the scheduled closing time for a period of 90 (ninety)
days. All bids must be marked in a sealed envelope and

NOTICE OF PUBLIC HEARING
The Town Council for the Town of Smyrna will hold
a public hearing on August 9, 2022 at 5:00 p.m. at
Smyrna Town Hall, 315 South Lowry Street, in order
to receive public opinion prior to considering on
second and final reading an ordinance to amend Town
of Smyrna Sewer Use Ordinance Section 18-216 to
include language requiring food service establishments
to comply with the Town’s Fats, Oil and Grease
Management Policy.
