NOTICE OF PUBLIC HEARING/COMMENT PERIOD COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

The City of Murfreesboro will hold a Public Hearing on April 25, 2019 beginning at 5:30 p.m. and ending at 6:30 pm. at Patterson Park Community Center, 521 Mercury Boulevard, Murfreesboro, TN 37130, to receive public input regarding the 2019-2020 Annual Action Plan for the Community Development Block Grant Program.

All citizens and organizations are invited to attend the public hearing to comment orally or in writing on the Action Plan. The City of Murfreesboro will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens at the hearing. Additionally, translation services may be offered upon request and availability. Please contact the Community Development Department for the City at (615) 890-4660 at least 5 working days in advance of the public hearing requesting any special accommodation. The U.S. Department of Housing and Urban Development HUD has not informed the City of the annual Community Development Block Grant allocation. The Draft Annual Action Plan available for review and comment beginning April 16, 2019 to May 16, 2019 is based on prior year funding amounts. Estimated amounts are being used in the Draft Action Plan. When its allocation is received from HUD, the City will adjust the total new funding available to reflect the actual allocation. Adjustments would be made in the Affordable Housing, Housing Rehabilitation, and Public Service categories. Should an adjustment greater than 15 percent in any one category be required, the City will conduct a public hearing followed by a 30-day period for public comment before submitting the proposed Annual Action Plan to HUD for approval.

The Town of Smyrna will accept bids on the TOWN OF SMYRNA, TENNESSEE, 2019 WASTEWATER TREATMENT PLANT EXPANSION (5.85 MGD TO 9.0 MGD).

Work will include expansion of the existing wastewater treatment facility which has a current capacity of 5.85 MGD. The expansion will increase the capacity to 9.0 MGD. The expansion shall consist of upgrading the existing headworks with new screens, upgrading the existing raw water pump station with new larger pumps, constructing a new anaerobic basin with a flow splitter box, retrofitting the six existing oxidation basins, constructing a new oxidation basin, constructing a new clarifier splitter box, constructing two new clarifiers, constructing a new tertiary filter structure, upgrading the existing ultra-violet light disinfection facility, removing an inline filter and installing a third reuse water pump in the reuse water pumping station, installing a rotary drum sludge thickener and digester decanter at the digester building, removing the existing belt presses and installing two new centrifuges at the dewatering building, installing new yard piping, grading, new electrical work, instrumentation and controls, upgrading the existing SCADA system and all related and associated appurtenances to provide a complete and operable facility in accordance with the Contract Documents.

The allotted time for construction is one thousand and ninety-five (1,095) consecutive calendar days as set forth in the Agreement.

In the case of joint ventures bids, each party submitting the bid must provide this information. All Bidders shall comply with the Contractors Licensing Act of 1976 and as amended (TCA Title 62). All bidders shall comply with the Tennessee Contractor’s License law Section 62-6-119 (Bid documents - Required disclosure by bidders) when submitting bids.

Smyrna Business License. Subject to the exceptions enumerated hereinafter, persons subject to the Smyrna Business Tax operating from an established place of business in one county who extend their operations into other counties and/or municipalities without establishing an office, headquarters or other place of business therein shall not be subject to the Smyrna Business Tax in such other counties and/or municipalities. Tax on total receipts from all taxable sales shall be due to the county and municipality, if any, in which the established place of business is located. A new business license is $20.00. If applicable, at license expiration, renewal is a percentage of the business total gross.

Excepted from the rule as stated in above paragraph are:

(a) Persons with no established place of business in this state.

(b) Contractors with taxable receipts of $50,000 and out of state contractors.

All bidders shall adhere to Title VI of the Civil Rights Act enacted in 1964 which states that “No person in the United States shall, on grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance,” state of Tennessee funding, and/or funded by the Town of Smyrna.

REQUEST FOR QUALIFICATIONS FOR AIRPORT IMPROVEMENT PROJECT

In accordance with FAA Advisory Circular 150/5100-14E and the policies and procedures of the Smyrna/Rutherford County Airport Authority (Authority), notice is hereby given that a request for Qualifications for Professional Airport Services is invited from professional engineering, planning and environmental consulting firms to render complete consulting services required in connection with the development associated with hangar construction at the Smyrna Airport (a FAA Part 139 Class IV Airport). The type of services includes: Engineering Design, Architectural Design, Resident Engineering, Environmental Analysis, Construction, and Associated Services.

1) Design, Bid and construction phase services for large Hangar construction

The detail scope of the project will be negotiated with the successful firm as the need for each project arises. The Authority has made application to the State of Tennessee over the course of several years for grants for airport related development. The above project has received funding however, the Authority reserves the right to procure the subject services from another source. The schedule for the above project is subject to the funding cycle and is anticipated to begin in the Spring of 2019. If a price cannot be agreed upon between the Authority and the selected firm during negotiations of the contract or any subsequent contract, then the Authority reserves the right to terminate negotiations and negotiate the second highest ranked firm or initiate a new procurement action. Contracts may not be negotiated under this advertisement beyond five (5) years of the date that the initial contract is signed.

All parties are advised that some of the services may not be required and that the Authority reserves the right to initiate additional procurement action for any projects or services included in this request.

In order to be considered, firms must be experienced in providing the type of consulting services for which the Request for Qualifications (RFQ) is submitted. Firms should indicate their interest in providing the requested services by submitting five (5) copies of their Qualification Statement (SOQ) of 25 pages or less, by 10:00 a.m. local time on Friday, April 19th , 2019, to Smyrna/Rutherford County Airport Authority, 278 Doug Warpoole Rd. Smyrna, TN 37167. A SOQ sent by fax, e-mail or other electronic means will not be accepted.

Submitted packages should be clearly marked “Statement of Qualifications” on the outside of the sealed envelope. Statements submitted by the established deadline will be evaluated based upon the following criteria:

1) Qualifications and competence of the firm. Provide firm biography and history of the firm’s aviation services business. (25%)

2) Firm’s experience in the type of services being sought. List recent experience in airport projects comparable to proposed projects. Firms should provide the name, address and telephone number of the contact person for a minimum of three similar multi-year assignments. (25%)

3) Capability of the firm to perform the service desired within an acceptable time frame. List key project personnel’s professional background, experience and workload. Identify those individuals to be assigned to the project, who at the time of submission, resides at the location to perform the work. Show permanent office location of all other key personnel and show history of successful on time and on budget project performance. (20%)

4) Firm’s familiarity with and proximity to the geographic location of the projects. Indicate office location where work will be performed. (10%)

5) Capability to furnish qualified construction inspectors for resident inspection. (15%)

6) Evaluation of firm’s EEO Policy and past performance meeting professional services DBE goals. (5%)

Following submittal, the SOQ will be reviewed and evaluated. The three highest-scoring firms will be invited to make an in-person oral presentation or be available for telephone interviews to the selection committee on May 8th at 11:00 am at the Smyrna/Rutherford County Airport Authority Terminal at 278 Doug Warpoole Rd. Smyrna, TN 37167. The Authority will select the firm that it feels is most qualified to provide the required services. Subsequently, a contract will be negotiated for the first grant project anticipated. The Authority reserves the right to waive any informality in the submitted SOQ, to reject any and all SOQ or to re-advertise for additional SOQ.
