UPDATE: Sheriff stops sex offender violator

When a driver passed a vehicle recklessly Saturday, he didn't know the vehicle was driven by Sheriff Truman Jones.

Jones stopped driver Christopher Lemmer for reckless driving in a Ford Mustang Cobra and driving without a license plate on Joe B. Jackson Parkway near Dorothy Drive, Cpl. Nathan Pagel reported.

When Pagel checked Lemmer through a national computer, he learned Lemmer was on the Tennessee Sexual Offenders Registry and hadn't notified the sheriff's office when he changed addresses as required by the law.

Pagel contacted Detective Mickey McCullough who supervises the registry for the sheriff's office. Lemmer was advised to make the notification for his change of address as soon as possible.

Sheriff's spokesman Sgt. Dan Goodwin said Lemmer’s photograph is online at TBI’s sex offender registry. He came to the sheriff's office Aug. 13 for a new photograph as well.

Lemmer has reported to McCullough three times since July 17 and is coming to the sheriff's office to meet with McCullough and update his address Tuesday.

His listed address was destroyed by fire. He gave his current information to Pagel at the scene.

Lemmer is classified as a non-violent offender and is eligible to have his name removed from the Tennessee Sex Offender Registry. He was convicted in Nebraska of a crime similar to Tennessee’s statutory rape law when he was 19. He had consensual sex with a 15 year old girl. In Tennessee that would not merit a charge due to their age proximity.

McCullough does not consider Lemmer a threat to the safety of any child or adult in this county and he has not been booked for any crime since moving here in 2007.

Pagel issued Lemmer a citation for the registration law offense. This is not an offense that merits arrest under state law.

Couldn't agree more! If Jones, nor Pagel, did more than this story leads us to believe, we have problems brewing in the 'Boro. Must be time for a change in the leadership of our sheriff's department. Someone tell us more was done to this law breaker!

Sounds like McCullough has better things to worry about... Lemmer broke the law, make the prevert pay, better yet put him in jail for good!

Doesn't "required by the law" mean if he hadn't done it by now that he has already broke the law? Sounds like Sheriff Truman Jones is setting the bar to be a Sheriff real high.

I have often called our local sheriffs dept. The most do nothing police force going. They will come when called, but I have never seen them do anything. They come out stand around for a while then leave, nothing done. Nevermind the car in question was doing nearly 70 in a 30. 19 feet from a group of children playing, nor did the car have any plates or insurance. But all was ok, so they left. (different occurance from the story above)

Okay read the update. The guys not a "pervert" he just made a stupid mistake when he was 19. When I think of a "sex offender" I think of someone who is a predator. When you're 19 and you have sex with your 15 year old girlfriend and you both consent, you're usually not a predator you're just a stupid kid. The girl's parents probably didn't like the guy and so had him charged with statutory rape. Cut the guy some slack.

Now that we know more to the story I don't have much of an issue with the sheriff or Mr. Lemmer.

Thank you for reporting the updated info. Granted he shouldn't have been speeding and did deserve reprecussions for this, but there was obviously lack of communication/understanding on the Sexual Registry List Issue.

could have been a plea deal to lessen his charge in most cases a rape charge pleas down to a att rape or even lower if the victim can be persuaded by the d.a so if the registry says att.stat rape chances are it was possiblly a much higher crime on the ladder. so remember the rules plea deal means plea it down to a lessor crime jury or judge conviction means you got the most that a jury or judge felt you deserved for your crime.

My god, people, calm down. He's not a pervert or a child molestor. He had consensual sex when he was a teenager. He didn't rape anybody.

He has reported as required three times in two months. His house burned down; it's not like he was running from anybody.

But more importantly, it says he is elibigle to have his name removed from the list (meaning he's done his time).

This story should have never been printed.
