UPDATE: Residents air complains about excessive force | NAACP, law enforcement complaints

Deonya Henderson accuses the jail staff of beating her while incarcerated.
Former inmate Deonya Henderson broke down with emotion when she accused sheriff’s detention officers of assaulting her Jan. 8 when she was booked into the adult detention center.

“In booking, they beat me,” Henderson said, adding she couldn’t use the bathroom for four days.

Henderson made her accusation before a community-wide meeting of the National Association for the Advancement of Colored People attended by about 100 black and white residents Tuesday at Allen Chapel M.B. Church.

Walter Atkinson of the federal Department of Justice’s community relations division in Atlanta asked Henderson and the other people airing complaints to file written complaints about their accusations.

His primary purpose is to try to reach a resolution between parties.

“We do not intervene on behalf of one individual” but intervene for a community, he said.

Nashville attorney Terry R. Clayton talked to several people about their specific complaints.

Sheriff’s Chief Deputy Virgil Gammon said employees are well trained and committed to their jobs.

“If there’s a complaint, we will follow up on it,” Gammon said. “If there’s any type of assault or death, protocol is for the Tennessee Bureau of Investigation to investigate. We welcome those investigations.”

The sheriff’s office can’t comment on open TBI investigations.

“We’re confident when the facts come out, it’s going to show no misleading situations by any employee in this department.”

Murfreesboro Police spokesman Kyle Evans said he had no comment about the complaints at this time.

Besides Henderson, several other citizens complained about their treatment by sheriff’s detention officers and Murfreesboro Police.

Their complaints include:

• Arvella Minter complained her son, Jason R. McClain, was given someone else’s medication while he is jailed at the Rutherford County Adult Detention Center. She fears her son will die in jail because he sold marijuana. She said Deputy Chief Bob Asbury, who supervises the jail, told her complaint forms were not available.

McClain's arrest record showed he's been arrested for theft, evading arrest, tampering with evidence, selling marijuana and violation of probation.

• Judith Bileyeu of Beech Grove said her daughter was injured May 13 and lapsed into a 10-day coma four hours after she entered the detention center. Bileyeu accused detention officers of beating her daughter. She was told her daughter tried to hang herself. Later, she was told she tried to suffocate herself.

Her daughter sustained marks to her right shoulder and her lip was busted. She survived.

In response, Tommy Vallejos of the Hispanic Organization for Progress and Education of Clarksville, said the sheriff should be “knocked off” his high horse and not be re-elected.

Bileyeu believes someone put a chokehold on her daughter.

The complaints weren’t just about the sheriff’s office. Several people complained about Murfreesboro Police.

• Dorothy Cheers said when a police officer investigated her daughter’s crash about three or four years ago, he made a comment about drinking or using drugs because “that’s what you do in this neighborhood.” She filed a complaint.

• Lakeisha Morgan said she was inside New Reflections barbershop on State Street when barricaded inside by narcotics detectives and plain-clothes police.

One of the officers used the “N” word,” she said.

“I’m scared of those officers,” Morgan said.

She was later arrested and held in booking 3-1/2 hours although her bondsman was there to make her bond, she said. When she asked about getting out to nurse her baby, she said she was told “f--- your baby.”

“You come to Murfreesboro on vacation, you leave on probation,” Morgan said.

• Willie David, a black man who operates the barbershop, complained about the training of Murfreesboro Police officers. He has been arrested several times.

“It’s not the white officers harassing us,” David said. “It’s black officers harassing us.”

Police harassing him are scaring off his customers, David said.

“They are impeding on me to take care of my kids,” David said.

• Rose Collier, an aunt of Lakeisha White, 11, who died after being struck by a vehicle driven by sheriff’s Detective Sgt. Ron Killings, said people are afraid of the system.

Killings’ trial on reckless homicide is set in February before a judge who is the Murfreesboro mayor’s brother, Collier said.

People told her her sons underwent a “lynching because I spoke out against Killings.” Both of her sons were convicted of rape of a Smyrna woman since the crash.

She accused Murfreesboro Police Detective John Singleton of shooting at her son and trying to cover it up.

• Buford Throneberry, 79, accused Murfreesboro Police of “tearing my shoulder out” after the resident tried to bring Valentine’s Day gifts to his wife. The injury required surgery and rehabilitation.

Whatever.....there are two sides to every story...I wonder what is the real story here, there would be no doubt a major law suit if these facts were true, which I doubt. Stay out of jail I say, and tell the truth, of course none of you were guilty of any said crime. Always blame somebody else for your woes.

By: parkerq on 11/17/09
Thats not fair truthand justice these cops around here are awful can you belive that I got a ticket for speeding just because I am white? yeah the cop was white too and yea I was speeding but that is besides the point. The officer was too polite wrote a warning for a tail light out.. awful cops around here... give me a break The cops here are no different than anywhere else you hate them when they catch ya and love em when they save ya. Quit pointing the finger for your own problems.

I listened to excerpts of the speeches in front of City Hall by the minority leaders and what stood out most are words like "we" and "us" referring to the represented races and "them" referring to all others. Why wasn’t the Muslim population represented here? Certainly they have a proverbial cross to bear with all of the anti-terrorism laws and such.
You've got all of these organizations which are for certain races so that in itself is racism isn't it? If I started the National Association for the Advancement of White People I would be a racist wouldn't I? This country has become so politically correct that God is being erased from all of society along with whites. Why can't we have White Pride Day? The Caucasian population is quickly becoming the minority so why can't we piss and moan about not being treated fairly now?
Why don't we stand in line at Social Services and get all of our free stuff so we can sit around on the front stoop and watch everyone else work all day? I'll tell you why; statistics do not lie. The middle-upper income white population contributes most of the wealth to government. This class foots a large majority of the freeloading in this country by other sectors of the population. If you want to look at the figures you will find a "stereotypical" similarity to certain ethnicities which I will not point out. You may draw your own conclusions here.
I am not racist and I am open minded but the moment someone realizes their "oppression" is the moment they must stop using that as a social crutch and stand firm on their own good ethics and morality. White people die in the custody of law enforcement as well and you don’t see a national uprising to investigate that. The white population is riddled with criminals and just plain nasty people as well but the FBI’s statistics on crime show that inner city drugs, gangs, and violence are predominately all races but white. HELLO! If the shoe fits WEAR IT or change them and quit blaming history for your current situation and as an excuse for crapping on America.
It never ceases to amaze me when I see footage of riots in California when a certain ethnic group gets pissed about something and they rape, pillage, burn down, and loot THEIR OWN FREAKING NEIGHBORHOODS! That is mob mentality at its finest…stupid!
Wake up America before it’s too late and take your country back!

i have done time in 940 and the workhouse and i was treated fairly each time and everyone i was around was treated fairly. The only time I was in fear of my life is during the two riots I was subjected to; one because the black inmates got caught passing drugs between blocks and buddy oliver suspended visitation on sunday. that made channel 2 news and many were hauled off to riverbend. the other was a black on white fight in d block because of some stupid crap i dont remember. i do remember my mom crying on the phone because she was scared for my life. BOTTOM LINE? Quit being a stupid ass thug and take responsibility for your own actions. I did more than 2 calendar years for my bad decisions and i blame no one ut myself. i took my medicine and am now a pillar of the community. reform is in your soul, not in the penal system. Take charge of your life and support others instead of molesting them. PERIOD.

Wow, I want to laugh, vomit, and probably need to take anger management classes after reading this trash. I'll keep this brief before I get myself in trouble. First of all, Bravo, thank you. I work in law enforcement in this county and it's really uplifting to know that someone actually manned up, changed their act, and made something of themselves. Congratulations, and I admire your resolve.
Second, I would just like to say that if these people's grievances were of any count, they would have filed a law suit already, and won. Instead, they're throwing a pity party, dragging me and my fellow officers in the mud, and 'trying' their case in the media, because a judge isn't going to hear it.
Third, my fellow officers and I go in to work and get hit, kicked, spit on, verbally abused, and have our families threatened; we also get feces, urine, and God knows what else thrown on us, shot at, cut, bit, blacked eyes, and concussions. But yet we still get up, every day, and put up with all that crap for a sub-standard wage because we like to believe that what we do makes a difference in the lives of our neighbors, be they friends or strangers. And we do a dam* fine job at it. How dare you slander us all in such a manner!
But, because of the high caliber people that we are, when you call us with a concern or an emergency, we will still respond, quickly and professionally!

By: bravo on 11/18/09
kudos to you thankyouforsmoking, I wish my decisions had led me on a different path because I am unable to pursue a career in law enforcement because of my decisions as a youngster. I still, however, treat every decision I make now in that respect and will teach my three young children to respect their family, country, and their authority in that order. Don't ever let anyone tell you that you don't make a diference because if you change the view of just one sorry soul who comes your way you have made a difference. Take care and God bless.

By: unega47 on 11/18/09
Keep up the good work Bravo, we need more parents like you! Everyone makes mistakes, not everyone learns from them. Some people like to be victims, even if it is because of their ignorance! I just wonder if Tommy Vallejos of the Hispanic Organization for Progress and Education of Clarksville is in our country LEGALLY? Even if he is...why are you here? If anything, we need someone representing AMERICANS, Legal "Hispanics" dont need to be represented, They obey the law! Americans First, no matter what your skin color.

By: abide on 11/18/09
Amen to all of you.

By: enoughisenough on 11/18/09
Hey losers, don't break the law and you won't be subjected to treatment of ANY kind from law enforcement! And to all you minorities who want to blame someone else for your woes, go straight to...well you know where. I'm not sorry your ancestors were enslaved or mistreated, I could not care less. I have never owned a slave or deprived a hispanic or asian of anything. Quit blaming me!!! When you have an education, responsible job and place in society, come talk to me. Otherwise shut up.

By: Spit0414 on 11/18/09
I am on the page, mostly with EnoughisEnough.

Don't break the law, no "harsh" treatment by law enforcement.

Pretty straightforward stuff.

By: nd88 on 11/18/09
Bravo, I will just be one more person to tell you that you should be commended for how you turned your life around. You have a great story and thank you for sharing it!
I think everyone can agree that there are definitely some shady, unethical and power-hungry police officers, as in every profession. And I think that there are forms of racism that is alive and well in our society. However...I never plan on being mistreated in jail because I make it a point to NOT break the law. I feel bad for some of these people and their stories, but at the same time I wonder how you can complain about police treatment in jail when I am pretty sure you shouldn't be selling drugs, doing drugs, etc. in the first place?! Stop breaking the law and you will love the police and the protection they bring you. There is no reason that anyone should ever complain about the conditions are in jail, because no one should ever go.

By: history76 on 11/18/09
I cant wait for the TRUTH to come out about all of these stories involving the Rutherford County Jail and it's employees. I am sure that in the end, no wrong doing will be found. Unfortunately, no matter what is found by investigations will not be enough to satisfy the groups that are currently on their "witch hunt". The Andron Reed case should be a done deal. The medical examiner has already ruled on this case and that ruling was not good enough. It was ignored. What do these people want? I mean, don't they think there are cameras in the jail? Don't they think that all of that video would be turned over to the TBI? I bet if the video was released to the public and it showed that all of these allegations were untrue, they would say it had been altered. Come on people. These Deputies have chosen a life of service to this community. Don't you think you owe them the common courtesy of getting the whole story before you crucify them because of what you saw on the 10 o'clock news?

By: enoughisenough on 11/18/09
The people complaining about injustices committed by RCSD need to take a long hard look at themselves. It is always the fault of someone else that they are poor, or uneducated, or in jail. Without being able to shift the blame, they would have to face the fact that they are worthless slugs who have FAILED in life!

I am so tired of these people who contribute little or nothing to society being in the news talking about how they have been mistreated in some way. They should thank those of us who work hard each day to provide them with food, shelter and other neccesities.

By: Boo on 11/18/09
Thankyouforsmoking- Thank you for putting into words some of the crap that our officers go through! The idiots doing the complaining need to spend a day having crap like this done to them, but they don't have the balls to walk in your shoes. They want to play the victim because it's easier than working hard, taking care of family, and being productive citizens. Thank you for all you do for us. As you can see, there are many of us who appreciate you and your fellow officers.

By: Boo on 11/18/09
Bravo- I commend you for your honesty, for paying your debt, and turning your life around. It takes courage to do what you have done. You are a wonderful role model for not only your children, but other young people who may be headed for trouble. God Bless you and your family.

By: 2livecrew on 11/18/09
henderson must have done something to get beat down- i'm sure she was an angel in the jail and that is why the jailors took control of the situation and took care of the problem

By: 2livecrew on 11/18/09
and collier's son's being "lynched" due to her speaking out? good grief- they are rapists and had their day in court to prove their innocence

By: history76 on 11/18/09
No one gets "beat down" in jail. Not by employees anyway. The employees just want to go home in one piece after their shift is finished. The use of force is a last resort. I'm sure sometimes when people decide to buck the system, force must be used. What are the Deputies supposed to do when they are being attacked? Kindly request the attacker stop? I think not.

By: history76 on 11/18/09
By the way Thankyouforsmoking, I feel your pain and I know exactly where you are coming from.

By: WHATIF12345 on 11/18/09
I would be upset to if I was trying to make a point about, how mean and cruel the police are in the area and how they don't do their jobs, and my two sons end up in jail for RAPE.... you should be proud. Maybe if you have let the police try to handle their pitty crimes in the begining they would have learned like the guy above. THAT JUST GOES TO SHOW, that YOUR POINT is NOTHING! and the police STILL do their jobs after the community cuts them down! AWSOME WORK GUYS AND GALS!

By: Tama73 on 11/19/09
Wow! i was reading this and getting all pumped up on how i was going to comment on this but you fine folks said what i wanted to say. i salute you all.

By: vivacious on 11/26/09
Oh those poor CRIMINALS. I'm certain that the families of those from whom you (or your children) stole, raped, killed and/or threatened are currently seeking a tissue for all your pain and suffering you or your loved ones have endured. As for those of us in the working, tax paying public, we are so sorry for the inconveniences you suffered while you were fed, clothed, and sheltered on our tax dollars @ RCSO. It's always someone elses fault. To whom should we lay the blame of children that have been raised to be nothing more than worthless pieces of crap on the government dole? If they were decent humans in the first place they wouldn't have ended up in jail. These people make me sick, especially as I'm driving to work knowing my taxes are going to them so they can sit on their gov't provided stoops, doing absolutely nothing but raising yet another generation of children who will think they entitled to sit on their a$$es while everyone else pays their way, they to will eventually have their hands out waiting for their share of the public dole.

By: vivacious on 11/26/09
For Bravo, I agree perhaps we should start the NAAWP - in answer to the NAACP. We'd be sued so fast our heads would spin off, but for other races to do it is perfectly OK. It makes me want to vomit.
And for the comment of pay. Substandard is the nicest way to put it. Poverty would be more like it. Perhaps Rutherford Co. deputies and other workers should be throwing a fit due to their poverty levels wages. The entire commission who voted down a decent pay scale and pay increases should be smacked, and later voted OUT. It's long past time for a new set of commissioners and the almighty Sheriff needs to take his cue and step down before being completely humiliated in the 2010 election. You, my friend, are about to be dethroned and not a moment to soon.
