If you want to know distracting, just watch out for the sign dancers all around town. If they are on the sidewalk they won't move and most of them have headphones on so they can't hear a thing.

I often drive in other cities that have multiple LED-based signs. I have yet to be more distracted by them than I am by any billboard. If drivers are not mature enough to watch the road instead of a sign, there are much worse issues than the legislation of signage.

lwq - curious what billboard has distracted you?
If the "safety issues" are an argument - can the City Attorney or Codes Director give a specific argument? The LED Billboard on Old Fort has been up two years, not one accident has been listed as a distraction factor.
Now, girls wearing shorts, tube top riding a bike near MTSU is a distraction and should be outlawed immediately.
