The man accused of fondling a 14-year-old girl on a Rutherford County school bus in 2008 has been arrested again for violating Tennessee’s sex offender registry.

Brandon Stover, 20, was arrested at 9 a.m. Tuesday after he was “found in a bedroom with two females. One girl was 16 and the other was 17,” MPD Detective Wayne Lawson reported.

Stover was on the registry for a 2008 incident of criminal attempt to commit sexual battery.

He was arrested and expelled from Rutherford County Schools for allegedly raping a 14-year-old Riverdale High School student on a bus in February 2008. The incident was caught on tape and led to the school system installing surveillance cameras on all county school buses.

Rape charges were dropped after the girl testified she was not penetrated when Stover, who was 18 years old at the time, allegedly fondled her on the bus.

Because penetration is required for a rape, General Sessions Court Judge David Loughry dismissed the rape case. However, the sexual battery charge was sent to the grand jury for possible indictment.

Stover was indicted for sexual battery and assault in 2008.

I personally hate hearing about these kinds of crimes. There has to be a more accurate way of keeping track of sex offenders or these kinds of crimes will continue to happen. Sex offenders are always getting short sentences and being let back on the streets. I know they have a registry, but it does not seem to be accurately keeping track of these criminals. Thousands of children are kidnapped and molested every year by people that are many times repeat defenders. Too many children are put at risk every year when these criminals are released back on these streets. The guy in the article is sick. What kind of man messes with a fourteen year old girl on a school bus of all places? Whether he raped her or not, that is not the point. Just the fact that an eighteen year old boy touched a girl that was only fourteen should have been enough to put him in prison. However, the law seems to think otherwise. Because of this, he was able to do the same thing to two other minors. I think society may have to start taking a serious look at these kind of issues immediately.

Apparently Stover, who essentially got away with it the first time, didn't take his assignment to the registry seriously or isn't too bright. Probably a little bit of both. In any event, it is time this mope gets a hard lesson, one he will take seriously. He should be accountable, along with the judiciary. Hopefully this time, a judge will consider the protection of the vulnerable in our society a higher imperative than this predator's freedom to reoffend.

I do not know this guy and I do not condone either child or adult molesters. However, I am confused by this article. The DNJ stated he was arrested for "contributing to the delinquincy of a minor" and "underage consumption" and also stated the two girls were both 17. This article states he was arrested for "violation of the sex offender registry". Your article only talks about his original conviction. Whoever wrote this needs to get informed before writing. The only way to "violate the sex offender registry" is by not registering with the local authorities or state where one lives either on an annual basis or more frequently if considered a violent sex offender. This guy was registered. There is absolutely no reference anywhere that he was arrested for sexually violating someone again, so therefore, this article and the comments left above by ata2e... and socettuem do nothing but serve to spread fear and misinformation about what the "sex offender registry" is for. The sex offender registry is not just for "child molesters". It is for anyone that has been convicted of an offense of a "sexual" nature; ie: mooning, relieving oneself outside, and streaking are some of the "harmless" offenses among other more serious things. To ata2e: I agree that there needs to be a more accurate way of keeping track of sex PREDATORS, but not of sex offenders. As to your question about what kind of "man" messes with a 14 yo girl, the answer can only be a very sick predator. But, then, at what age is someone a "man"? A teen that turns 18 before graduating from high school is still a "teen" in my humble opinion, and not a "man". Would you also state that a 17 yo boy that "touched a girl that was only 14" should be sent to prison? Or, maybe you think highschools shouldn't have 14 and 17 - 18 year olds walking the same halls? Where are you getting your information from that leads you to state "he was able to do the same thing to two other minors". I did not see this anywhere!!!! And, to socettuem: Again, where did you get the idea that he "reoffended"? Yes, ata2e, we do need o take a serious look at these issues and "fix" the problems of the sex offender registry in TN. The current registry laws do nothing to protect the innocent children and adults from those out there that want to harm them. There are no registries for any other types of criminals, such as thieves and murderers, but they, once released from prison, are many more times apt to "reoffend" with another murder or burglary, than someone on a sex offender registry. Once again, I agree that something needs to be done about sex PREDATORS (they are the ones that reoffend), not the first (and only time) sex offenders.

The incident report of the crime only stated Stover was arrested for "violation of the sex offender registry," because he was found in the bedroom of an underage girl. It said nothing about contributing or consumption. Perhaps the other paper had access to more information.
