RuCo homeowners to pay more taxes

After a contentious debate Friday morning, Rutherford County’s Board of Commissioner voted to raise the property tax rate for the second year running.

The commission voted in a 17-4 vote, with Steve Sandlin, Mike Sparks, Adam Coggin and Allen McAdoo voting against, to raise the property tax 17.5 cents from $2.56 to $2.735 per $100 of assessed value for homeowners.

The increase will add $65.63 to the yearly tax bill for the average Rutherford County homeowner with a home valued at $150,000.

Commissioner Mike Sparks started off the debate by questioning how the Rutherford County School Board spends its allocation of tax funds.

Sparks pointed out that the school board budget has increased 104 percent over the past 10 years, even though the student population has only increased 36 percent over the same time period.

He then questioned why teachers are getting raises, when hardly anyone else in county government is getting a pay raise in these tough economic times.

Mayor Ernest Burgess pointed out the commission only gives the school board a set amount of money, but the school board decides where that money goes.

Burgess and County Finance Director Lisa Nolen were very conservative in their economic projections for fiscal year 2010, but if things continue to improve, the commission may reinstate some of the raises that were cut out of the budget.

“Long term, it scares me what my children are going to face. …” Sparks said about raising taxes. “The school system, in my opinion, we need to look at getting the cost of the school system down.”

But Sparks failed to point out Rutherford County Schools is one of the lowest funded in the state, spending almost $1,000 less per pupil than the state average.

Commissioner Robert Peay defended the school board later on.

“We’re paying less percentage wise as we did 30 years ago, when my father served on this commission,” Peay said. “We cut their budget. We cut their retirement. We cut their pay. It bothers me to hear things like this.”

Later Sparks suggested the school board levy its own tax rate, so the people of Rutherford County know where the money is going, before he was cut short by Commissioner Anthony Johnson.

“It’s our tax levy we’re voting on,” Johnson said. “We’re not up here to change the world.”

In the end, the commission didn’t change the world. It only raised taxes.

The county needs the extra cash to plug a more than $2.4 million hole in its $390 million budget, with shortfalls in many funds, including the general, solid waste and sanitation, and school budgets.

Broken down, the increase will add 3.5 cents for Rutherford County Schools, 4.25 cents to the county’s general fund, which includes public safety departments like the sheriff’s office and county jail, and 9.75 cents to the newly formed ambulance service’s special revenue fund.

The school board asked for a 3.7 percent budget increase over last year, mostly to fund growth, the opening of Browns Chapel Elementary School in the Blackman Community and about 70 new jobs.

In the county’s general fund, 10 jobs have been cut, only one of which is currently filled. Three jobs have been added, two Student Resource Officers and a veterinarian to perform spays and neuters at PAWS with no net increase to the budget.

The 4.25-cent tax increase for the general fund is needed mostly to fund “significant increases” in utilities, retiree health care benefits and property tax relief programs.

The county has also seen significant decreases in revenues from taxes and fees associated with growth and building.

I commend Mike Sparks for voicing concern about the school budget. I know most people have forgotten, but school is for academics and not entirely about sports. I watch the Rutherford Co. School Board meetings as well as other meetings on Channel 19 and I am disgusted what waste we have in Rutherford County. Ernest Burgess remarked that they just give the money to the school board and they do what they want with it. What? The mayor and commissioners are responsible for monitoring what happens to the money, not just set up there and pass it out. I rarely see them turn down requests for money. I guess they think Rutherford County has an open checkbook. As long as they have citizens that won't make a stand, I guess they do have an open checkbook. Ever want to see waste in action, watch the public safety meeting. The ambulance service comes up with some of the most absurd requests (i.e. a John Deere gator to ride around in at public functions and a full time public education person that does NOTHING!!!) Of course the commission says "OK, have as much money as you want". I understand the prices of things are going up and there will need to be increases periodically, but cut out wasteful spending before raising taxes. I hope commissioners know they there jobs are NOT always secure. I urge the citizens to step up to the plate. Don't set back and grumble under your breath, TAKE A STAND!!!!

Everyone voting for this increase needs to be voted out. People are struggling in this economy and our county wants more money to spend. It's time we all stand up and said we've had enough or else the day will come when the government will take your entire pay check and decide what the working man needs while they pass it out to those too lazy to work. I commend the commissioners against this measure. The rest of you absolutely disgust me.

Higher taxes on homeowners & The homes aren't No where worth what they were worth 2 years ago.....

Shouldn't the taxes be worth what the homes are worth today? If so Rutherford County owes alot of refunds huh?

When will everyone see that Murfreesboro is all about the Money,Greed, & crooks running there county??????

I don't often agree with Commissioner Mike Sparks, however, his comments on the school board's attitude toward funding is right on. The School Board has no responsibility to the taxpayers of the county. Their responsibility is to themselves and the teacher's union. The county commission is suppose to watchdog those monies.

Oh, btw, I also listened to Commissioner Anthony Johnson go through another crying spell today as to how hard a job as a commissioner is. Tony, if the kitchen is too hot, get out - no one is forcing you to run for re-election.

Are we not in a recession? I watched the Commission meeting and it was interesting to see Commissioner Mike Sparks criticize the Commissioners for spending over $1 million for Tennis Courts. I see common sense doesn't exist at the County level. I say vote the Bums Out next election!

It's a shame that so many people think that the schools will be better if we just throw money. I'm cutting back on my spending and the county government needs to do the same.

They must have mory money for edeucation,higher saleries,more administration,bigger,fancier,buildings and sports complexes always make the children smarter. This is the most wasteful part of the budget but we MUST do this for the childern and now they dont get the edeucation they did years ago when much less money was wasted, this trend has to stop or we will no longer be able to afford this edeucation system.

I have cut back my household budget and am trying to wiser about how I spend my money. I expect no less from our county and city leaders. This decision defies logic.

There's people in the county that are doing without medicine, meals, home repairs, etc., because they have been out of work or are stretching their paychecks as far as they can go. Yet most of you commissioners want tennis courts, etc. Are any of you that voted for this man enough to get on this forum and justify why you increased taxes - why you think we need tennis courts during this economy? I just can't wait for you to knock on my door or dail my number asking for my vote come election time. People vote these clowns out!

I, for one, am tired of all the money our so-called representatives think they need, being taken from property tax increases. There are thousands of people who live in the ever increasing number of apartment units who also use our roads, schools, etc. that are getting a free ride and not paying anything! When is everybody going to wake up and come up with a different way to get the needed money that is paid by all and not just those lucky/unlucky enough to own property?!?!?!?!

SickofGov you are 100% correct. We need to vote this bunch of crooks out of office. Also get rid of the teachers union. What we need is a voucher system for the kids. Better schools and teachers that way. The bad schools ( county ) will go out of business real fast.

Some people living in apartments probably do not meet the qualifications to buy a house. So at least we do not have to worry about more bad mortgage loans on the bank books. Mrs. momof3, they are families that are having a hard time making ends meet just as well living in those apartments.

mom, landlord's property taxes are shared by rentors via rent increases. Rentors also pay all other taxes ie: sales tax, wheel tax, use tax.
