Campus School

An attempt by The Murfreesboro Post to obtain access to public documents under the Tennessee Public Records Act resulted in a reporter being forced from school property and denied rightful access by Rutherford County School Board Spokesman James Evans and Campus School Principal Chontel Bridgeman.

According to Frank Gibson, executive director of Tennessee’s Coalition for Open Government and a former editor of The Tennessean, the actions of Evans and Bridgeman constitute a “flagrant” violation of Tennessee’s public records laws.

“As a former Daily News Journal reporter and a trained public records official for Rutherford County Schools, James Evans knows better,” Gibson said.

The School Board is facing a court order by Chancellor Robert Corlew III to produce four consecutive voided checks in their entirety from Campus School accounts. This comes after the board continued to produce altered copies of the checks with all signatures removed.

Bridgeman admitted to writing the checks in an earlier deposition.

She also said in a previous interview signing blank checks is a regular practice at the school, even though a School Board policy manual provided by Assistant Superintendent Jeff Sandvig states in bold, “Checks must not be signed in advance of their preparation and issuance.”

Campus School parent Tracy Pack originally requested the checks last year as part of an Open Records Request, but the board did not produce copies until he filed suit in May 2011.

In August, Corlew ordered the School Board to produce the checks to the court with signatures included. He also ordered a second deposition of Bridgeman, because she refused to answer many of the questions in the original deposition, at taxpayer expense.

However, the School Board yet again produced to the court copies of the checks with signatures obliterated and an affidavit signed by Sandvig stating the signature lines of the original checks and carbon copies had been physically torn off “by an unnamed member of his staff” by mistake.

Evans said the signatures were redacted because of a state policy.

“According to the state accounting manual, the signature line on voided checks is ripped off as a security measure. These were done to the originals, which is why the copies don’t show a signature line,” he said.

However, no such state policy exists anywhere in the state accounting manual regarding carbon copies, said Sandvig, who handles accounting procedures for the School Board.

In a legal response filed last week, Pack and his attorney, Theodore W. Goodman, accuse the School Board of continuing to act in bad faith and “shirking its duty” to justify its actions by refusing to produce the voided checks in their entirety to the court.

In an attempt to verify the school board’s assertion that the original checks had been altered by mistake, a representative from The Post called the Campus School office at noon Tuesday and informed Bridgeman’s secretary a reporter would be arriving at 2 p.m. to view the original checks in accordance with Tennessee’s Public Records Act.

Additionally, The Post asked Bridgeman to call and reschedule if this time was problematic.

Neither Bridgeman nor the school board returned The Post’s calls.

When the reporter arrived, Sandvig was waiting in the Campus School lobby and said he was there to “assist in the process.”

Sandvig requested Bridgeman’s staff to produce the checks, but Bridgeman emerged from her office and said her staff did not have time to “look for all that stuff.”

State law asserts public records should be available for public inspection.

Specifically section 503 a(2)(A) of the Tennessee Public Records Act states, “All state, county, and municipal records shall, at all times during business hours, be open for inspection by any citizen of this state, and those in charge of the records shall not refuse such right of inspection to any citizen.”

When asked why she did not call and reschedule, Bridgeman responded she never received The Post’s message from her secretary.

However, Evans later admitted Bridgeman had earlier that day sent an e-mail informing him a reporter from The Post “was coming at 2 o’clock.”

Bridgeman then disappeared into her office and Sandvig informed the reporter he had to leave for a staff meeting.

When asked again to produce the records, Bridgeman told the reporter to leave.

She picked up an office phone, called Evans, and told the reporter to discuss the matter with him.

Evans identified himself as the “public records compliance officer,” and said no records would be produced without written request seven days in advance.

After an hour of waiting, the reporter questioned why written request was required suddenly and why Sandvig did not outline the proper procedure.

“I discussed the matter with Mr. Sandvig, but I am the sole authority in matters of public records,” Evans responded. He also did not respond when asked why no one called The Post about this requirement after a previous message had been left with the Campus School secretary.

When informed his refusal specifically violated state law, Evans did not respond.

Evans then ordered the reporter to leave, and Bridgeman threatened to call police.

The reporter left the school when students went home for the day.

The same day, The Post submitted a written request to view the checks. The request was honored the next morning when Evans faxed copies of the checks, which had the signature lines removed.

Also, Bridgeman spoke with Michelle Willard, managing editor of The Post, to complain about the incident.

She also said she had no knowledge of the checks and the school’s “bookkeeper didn’t have time to look” for them.

“The Murfreesboro Post acted in good faith and made reasonable accommodations for lawful inspection of these records,” Gibson said. “By refusing to comply with the Tennessee Public Records Act, Evans and Bridgeman have put Rutherford County taxpayers on the hook for all litigation costs arising from this incident.”

So far, no effort has been made by Bridgeman or her attorney to schedule her court-ordered second deposition.

The Post will continue to report developments.

It seems to the Casual Observer the Principal lied to the reporter: "When asked why she did not call and reschedule, Bridgeman responded she never received The Post’s message from her secretary.

This Principal is a disaster and should be removed. RCS Policy 5.611 "Ethics" 4. The establishment of friendly and intelligent cooperation between the community and the school system;

By the way,the policy also calls for "1. The maintenance of just and courteous professional relationships with student, parent(s), staff members and others;"

Thank you Murfreesboro Post for continuing to stay on this story. Many of us remain deeply concerned with what has happened to Campus School. I personally cannot understand why there are those willing to violate the law, not to mention their ethics to cover for such a person. For an elementary school, I believe it's appropriate to say LIAR,LIAR..PANTS ON FIRE applies to this principal.

It appears to me that Judge Corlew could issue a supeona to the Bank these checks were drawn on, and obtain copies of the original checks, without the signatures being removed. The Date and Check number, and account number are present, aren't they????

Snoopy, from what I've read in these stories, Pack's attorney Theodore Goodman is very methodical in his approach. I would bet Goodman is planning to do exactly what you suggest at some point. But now he has the school board and Bridgeman repeatedly saying this or that under oath about the checks which looks like a coverup, so when the checks do finally come out they can be charged with lying under oath. The tangled web we weave...

This has gone on long enough. Bridgeman has been there almost two and a half years and has done tremendous damage to the school. I know Ted is methodical, but speed it up....and get her out before she does more damage.

Yet, the test scores under her tutelage have increased, is this not true? Also, if I read the above correctly, the checks in question were voided checks. Why would the bank have a copy of a voided check?

Yes, the test scores may have risen slightly only because Part of Bridgeman's strategy has been to drive off low scoring students and their parents to raise her averages. Campus school was set up for all students, not just the wealthy or gifted. Bridgeman has changed all that - its now her school and her school alone, keeping only the kids she wants in her score tallies. Those that require extra help or are challenging to teach are systematically targeted for removal because Bridgeman is a lazy principal who wants good scores quickly without having to actually help kids learn. The school now has it's smallest enrollment numbers in its history.

1mborodude, I have to disagree. She should not resign, she and Mr. Evans should be fired immediately. the principal should be fired for blatantly lying and the Evans man should be fired for once again having no regard for the laws of this state. There is no telling what all is going on in our school system if we have a director who allows actions like these to take place. Can anyone imagine what is going on behind our backs? These people are a disgrace to our school system and should not have anything to do with the education of the children of this county. When will anyone with the school system ever have to follow rules? Why was one principal fired for wrongdoing just recently but this principal can lie over and over without any fear? At some point our school board needs to hold Mr. Gill accountable for the actions of these people. Enough is enough!!!!!

Bridgeman has proven herself to be a liar on several ocassions. She also thinks she is above the law and untouchable, well, not for long. Watch what happens when the heats turned on high, she'll just cry racism. It couldn't possibly have anything to do with the unethical behavior of her and her inner circle of "pets!" I'm so glad The Post has the (bleeps) to get involved in helping to uncover the truth and am looking forward to the day when all of Campus School will see her (pets included) for what they really are - liars, manipulators, control freaks and thieves! lorihoyt-where have you been? Not all the checks in question have been voided! I really don't care about test scores. We all know that those tests aren't a true representation of student intelligence. Sounds like someone is running scared. I just tryed to read the new gg.net. More long, drawn-out, defiant, defensive, offensive ranting. I couldn't finish. I picture a woman screaming, bobbing her head, and wagging her finger. Not too flattering. I've read the GG.net site, too, and all I can say is that it was laughable at best. The author comes across as a ranting, crazy, insomniac, that is grasping at straws because he/she doesn't have real facts just their delusional interpretation of reality.....I lost interest very quickly.

I wonder if forcing children into getting IEP's puts their test scores in a different classification with the other students? I hear many parent's there have been forced to have their children get into these. I wonder if that helps the test scores? This sounds like a principle who just wants to do anything to make herself look good to get a better job. I doubt if the welfare of the chidren is much of a concern. If a principle will lie about this what has she lied about to the kids and parents and her boss?

To me that website looks like a bunch of desperate lies being posted about all the people who are trying to tell the public what the real truth is. I am not very book smart, but I can tell lies and desperation when I see it. Whoever you are, you are a sick person who is obviously tied closely to Campus and the principal. These ties are so close you appear to possibly work there. We the public are not stupid so stop playing us as dumb and not able to think for ourselves. You are attacking those who are brave enough to come forward with the facts. You are nothing but a coward. You should go watch the Wizard of Oz and learn something from the lion. That would be better than working for the school system and possibly harming our children. Now that you and your friend have destroyed the laptop as you suggest, what do plan next to destroy? And you try to call yourself someone with facts? As least destroying evidence is one correct one.

Truthful, I read your website and it raises a couple of questions. You were obviously at the school when the reporter came, or you couldn't describe what he was wearing. It is disappointing that a RCS employee would have such a hate filled post, and do it on the taxpayer's time. Secondly, you don't dispute the facts posted in the article, but want to turn it in to some "personal vendetta." The principal's failure to follow the law, lie to the reporter, and create a black eye for the school is her own doing. Don't try to blame anyone else.

Truthful, your sight is nothing more than suspicion and lies. You are a sick individual with a personal vendetta against an awful lot of people. I know many of the people you talk about and they are good people who have done nothing wrong, other than question the new administration and YOU. It scares me to know you work for Campus School and are around children. It would be in your best interest to stay focused on the issues at hand; missing laptops and checks, instead of spewing venom on your sight. Your day is coming. The fact that The Post tried to obtain records from Dr. Bridgeman and was treated the same way all of the people you gossip about were treated, shows what happens when you question The Bridgeman....you get threatened with the police and escorted off the premises. People are entitled to those records and she is hiding information, lying under oath, "losing" laptops and just plain doing whatever it is she pleases. Remember: UNHAPPY people start rumors, IGNORANT people spread them, and STUPID people believe them!

Yes, I know it is not admissal in court, but if she wants people to believe her about everything, then what does she have to fear...other than being found out to being a liar and a thief?

Unbelievable that our elected board and the people they hire to run our school system allow this behavior. How long will they allow this activity to go on in our schools paid with taxpayer's money? What can the citizens of Rutherford County do to make them investigate the people they have hired to teach our children. This is scary and disgusting. Please Mr. Gill tell us what we should do.

Opinion why would she want her computer to disappear from her first six months at the school? Were there issues at Campus that early on? I thought everything was related to the checks they keep describing. It sounds like other problems may be lurking that the taxpayers do not know about if there are two computers missing. Doesn't the county have a policy about losing county property or a policy of what to do if something is stolen? Where does all of this end?

It sure is comforting to know we have a Director of Schools who allows his employees to break state law and lie without any fear for their job. If I was that principal in Smyrna I would be very upset. She broke rules and the law and she gets fired immediately, but these people do the same but keep on working and hurting our kids. I wish somebody would tell us why this is. I guess if you aren't part of the good ole boy network you just get pushed to the side in this county.

MTBoro, it does make one wonder how complicit the School System is in her behavior. If Mr. Sandvig was there, why didn't she comply with his direction. Do we allow principals to tell Asst. Superintendants they "don't have time?" Especially when they must know it will create terrible publicity for the school and system. If she doesn't follow direction from the Asst. Supt., then who the heck is in charge here?? This whole fiasco is a mess,is going to cost the taxpayers a ton of money, and is easily solved by making a change in leadership at the school. Clearly the consensus on this site is the Principal is very weak. I still can't get over her telling the reporter she "didn't get the message." Never lie to a reporter!

What a great role model for those kids and teachers at Campus. Hey kids and teachers just lie whenever you are in trouble and everything will be ok. If that doesn't work just yell and tell someone to call the police. Well i feel sorry for all those teachers and children who go to school and work there. That must be sickening to the parents knowing your child is being entrusted to someone who you obviously should not trust. This Principal thinks she has all the bodies buried, but I bet she doesn't. So far, she has been able to tell Mr. Gill it is all a "personal vendetta" and racism. But no one forced her to lie to the reporter, she did that of her own doing. No one forced her to "lose" the laptop. No one forced her or her staff memebers to post ugly comments on a blog about well respected and beloved teachers. PATIENCE is a virtue. As a long time friend of Dr. Pack, I have followed this article and comments. Glad I did, as I was exposed to gg.net and visited it. I was shock to see comments involving his marriage on it and from the above article, he did not have a "dog in this fight". I SUPPORT the Casual Observer in realizing the author of this public website had first hand knowledge to the dress attire of the reporter which begs who to wonder if, in fact, the author of this site is an employee in the office at HPCS. This site did nothing but attack my friend to the point of mentioning his temper and implying marriage problems as a result. And who hasn't seen our marriage partners tempers flare? Again, the Casual Observer is right! This administration has waged war toward HIM in a "personal vendetta" much to tax payers expense. The Casual Observer was right. RCB of ethics state also, #7. "Restraint for using school contacts and privileges to promote partisona politics, sectarian religious view or SELFISH PROPAGANDA OF ANY KIND".

After reading some of that stuff you are talking about on here I believe the person who wrote that stuff is somebody who works for the school or is the maybe even the principal. I agree how would anyone else know what the reporter was wearing and how would they know his name because the article does not tell that. It sure likes somebody in that school is writing all that bad stuff about all those people. It is hard to believe our school system will allow people like that to work with kids. Somebody needs to do a good investigation into what all is going on. I don't think Gill should do it because he looks like he is in on it too because he continues to let this stuff go. This is an ugly story.

As for the remark about the reporter's clothes. Are there no volunteers at the school any more? Even if there isn't, I am sure word of mouth still works rather well at Campus School.

The Casual Observer just glanced at the gg.net sight, and saw a picture of who I assume is the author of the article since their prior post made such a big deal about overalls. Quite the dashing and handsome fellow. I guess the secretary in the HPCS office will be having "salacious" dreams about him tonight.

An old adage one should not forget: "Never pick a fight with someone who buys ink by the barrel." I am willing to bet there are maybe 35 people who have seen the gg.net site, versus THOUSANDS AND THOUSANDS who see The Murfreesboro Post and it's site.

Why you would want to entice a news outlet to dig deeper into what is wrong with the school is beyond me. Your group needs better leadership.

So hard working people who may need or even elect to wear overalls are beneath this bunch running Campus School. They have said many harmful things about many people, but making fun of people because of the clothes they wear is disgusting to probably most everyone. Some of the finest people this world has ever seen are farmers who would never have been caught in anything but overalls. They are sure much better people than the suit wearing snobs sitting in the office at Campus dreaming up more stories that do nothing but make them look crazy. By your standards what you look like is what you are; therefore, if you look crazy you probably are.

I would encourage any person who enjoys wearing overalls to go ask for the copies of checks like the reporter tried to do. See if they have the guts to deny your rights or threaten to call the police. It sounds like Gill runs a ship that is without a captain. This story keeps getting more bizarre by the day. I like the comment somebody made about the old fire and smoke deal. In this case it may be a change to, " where there are overalls, there is usually a stink." I believe his overalls were fine until he walked into the office at Campus and walked into that cesspool. I believe there was once a reporter named Bob Woodward who brought down a presidency. I think exposing a principal might be a little easier than forcing Nixon to resign.

Dr. Bridgeman should have been let go years and years ago back when she was just a teacher (Mrs Grimes)at Blackfox Elementary. She was mistreating, harassing and racist toward the kids then. Any kids who had learning issues or behavior issues were in for a bad time if they ended up with her for a teacher. About 19 years ago she told me she did not know what ADD was. A teacher did not know what ADD was??? Or she just didn't want to deal with it?? She made comments about kids sitting in other kids seats, such as "don't sit there, you might catch what he has" (ADHD) was what "he" had. She was horrible, the people in charge were told and nothing was ever done. All I have to say about it.

Besides the senseless babble about Dr. Pack, now the author wants to take cheap shots at The Post, and make disparaging comments.
The author wonders why The Post isn't covering the story of the Smyrna Principal who was fired.
First of all she wasn't fired, she reimbursed the school for all of the unacceptable purchases and then RESIGNED. Though what she did was wrong and an abuse of power, her restitution/resignation shows some character.
Secondly, the DNJ had plenty of articles, including one by Dr. Bridgeman's apparent cohort and personal mouthpiece M. R. Hudgins.

Oh yeah, and the author played the race card yet again.

Mealand Ragland-Hudgins, reporter for DNJ, who covers the school systems news and events.
She seems to do a pretty good job, and her writing is competent; but on the few stories she wrote some time back regarding the request for records from HPCS, I got the feeling she was glossing over the actions of the school staff and dismissing the lawsuit as a waste of time.
Of course I could be mistaken, just my opinion.
Curiously though, I have not seen an update on the situation at HPCS in some time from the author or reference to it in any of her four articles about the Smyrna Principal.

you people are hilarious! every single person that has commented here is no better than the person they are bashing! you all have this "better than thou" attitude, when in reality you are only reacting to each other's put downs and jabs which puts you all in the same boat! gossiping like a bunch of high school teenagers about hurt feelings and reputations! in the end all that matters is the children! all i have seen on this site and BOTH of the gertrude sites is a bunch of adults arguing over checks and material items. not one person can say that the children are in any way affected by voided checks and a missing laptop!! if there was a true problem, don't you think that after however long this has been going on, that she would have been fired or some disciplinary action would have been taken? why does a reporter have to go to a school to request voided checks that have already been supplied ? seems like a bunch of pot stirring to me!

From the looks of it I hope I did not miss the game. Or has it been called because of the mercy rule? Oh I forgot that only happens in kid's ball not the big boy and girl leagues like the county is in. This case is an embarrassment to the county and the taxpayers. We elect people who should be able to hire people who can follow policies and the law, but apparently they are too worried about their own elected position and not about right and wrong. It appears the court case and the reporter's experience should would make them get off their butts and take some action, but that might rock a boat or two. Well, thank goodness I have not missed the remainder of the game. I wish somebody would let us know when they begin play again.

I had the same thing happen to me personally when asked to see the records after the first major fund raiser of the year at Christiana . My reasons for the request were that the monies were not being allotted as promised prior to the fundraiser. A few days later , the principal and another staff member created an elaborate story of how I "threatened her" and was told by the principal that I was banned from the CHMS school. I was also informed by the SRO officer that I cannot pick up/ drop off my child there or attend their extra curricular activities. Neither the principal nor the staff member would meet with me with the SRO present. The SRO officer said my only defense was the school board - I spoke Angel McCloud who said I needed to submit a grievance form to Mr.Harry Gill. I personally tried to hand deliverer the 10 paged typed letter but was never given an audience by either Mr.Gill or Angel McCloud or Mr. James Evans, despite several attempts. I later received a letter in the mail with Mr.Gill's signature stating that he sided with the principal- I wasn't surprised!
All I ask is that this principal show me (as a parent) where the monies are being allocated ... Is that so hard?
When someone refuses and then lies ....makes me wonder all the more what are they "hiding"!

You people are all worked up over an incident that's already gone to court. A matter that's already run its course. It's deteriorated into a personal score. A mud-slinging contest. As time goes on, your obsession with this thing only makes you look smaller and smaller and smaller and smaller. You're people hiding behind screen names. How many of you have multiple screen names, and pretend you're multiple people? That is so pathetic. You're all grown people. Grow Up. You talk about the kids. You're acting like kids. What kind of example are you setting? This thing is consuming your lives. Continuing this hate-fueled affair cannot be healthy. This has to spill into other areas of your life. Let it go. Get a real hobby. Learn to play an instrument. Racquetball at the Y. Spend time with your kids. I don't know. You'll be happier if you let this thing go. You're holding on to a turd. I did some digging on my own and found where the reporter had every right to ask to see any public document at that school whether he was wearing overalls or a tuxedo. TCA 10-7-503, which says: “All state county and municipal records ... shall at all times, during business hours, be open for public inspection by any citizen of Tennessee, and those in charge of such records shall not refuse such right of inspection to any citizen, unless provided by state law.” So what you say now GG?

Two things here.... 1st-Read the dnj story today...what a joke. It was discussed over lunch with friends today and a warning was given that the dnj is giving RCS a list of who is commenting on their stories...WOW! Love our freedom of speech
2nd- was told that gg.net had another ranting on her blog today....so went to read it...I hope for her sake she is not a RCS employee cause if she is she will discover very quickly there is a HUGE difference between resigning and getting fired! The SES person RESIGNED....which means SHE FORMALLY told the RCS that she gives up her position!! And she can go to another district and work if she so chooses! And she can't file for unemployment benefits!!! FIRED on the other hand...she could file for unemployment and would have a hard time getting another job. So yes huge difference! And my lunch dates also said that there is a certain someone running a school that would confirm that there is a huge difference!!!

I'm not surprised at all. The DNJ is spineless. They cave to pressure from city/county officials. Not the Post! Keep bucking the system, guys! That's real reporting. You can't tell me Bridgeman has more support than her opposition. I talk to MANY. The general concensus is no one can believe she stll has a job. Must be her race. Did I just play the "race card". LOL! Don't get wadded up gang. Sometimes the truth hurts. I'm successful in my career because I'm honest, hard-working, and fair. That should be the the basis for evaluation. If it were, though, HPCS would have a new principal.

It appears they will do anything to side with RCBOE and Bridgeman and to deny him the honor of posting him with the other winners.

I see the problem with the Rutherford County School system. I have lived in many locations, but I’ve never seen a school director as a sitting member of a school board. Board of Education Policy 5.101 implies that any complaint against a school employee has to be submitted through the proper channels. This gives HG has the power to block all of your complaints from reaching the school board. You folks do have an option

The intent of Policy 5.101 is to present employee-type complaints to the employees supervisor. The county school board is HG’s supervisor. You folks need to organize, research TCA Title 49, Chapter 5, Part 1003, and make a presentation to the county school board at their next meeting. Based on the information released in the Post, I could find at least two violations of the TCA law.

If I were a citizen of Rutherford County, I would lobby the school board to appoint a working committee for the sole purpose of hearing public complaints against school personnel.

The next person who needs to be contacted is the District Attorney. These people have broken laws and have flaunted it in the face of the citizens of Rutherford County. Harry Gill has been just as bad as Bridgeman because he has done absolutely nothing in this whole law breaking plan. As I watch this horrible Penn State situation and coverup by all the big whigs there I am reminded of what is going on in RC under our own nose. "This entire scandal has been a testament to failed leadership, to people not making decisive, if unpopular, decisions." This was a quote from the Penn State scandal that sounds exactly like the scandal we have going on right here in RC even though the crimes are much more severe at Penn State.
