So why when these mothers come in and deliver their babies and are positive for drugs is nothing done at that point?? Why are they allowed to have 2 or 3 and then they get them taken away?

I have a few kids of my own and I don't remeber if they ever drug tested my wife during pregnancy, but then again, the prenatal care was so involved that I couldn't tell you what they did or didn't do.
Short of issuing a license to breed, which doesn't sound like a horrible idea, I don't know how they could prevent someone from having children.
I have a friend who adopted a child that was one of 7 from a drug addict prostitute. The state had stepped and made it so that every time she had a child they automatically went into state's custody. She was given a chance to prove herself a fit mother, but she never did. Sad stuff. at least the kiddos are ok for now.

Drug tests are not a routine part of pre-natal or delivery care. It would be an invasion of privacy (as well as untold costs) to drug test every woman who delivers a baby.

Where in this article does it say she had a drug problem when the kids were born?

I did not say this particular mother did have a history when the child was born but often mothers do. If a mother comes in to the hospital under the influence or with certain complications that might indicate drug use she is tested. Even if positive for meth, cocaine, alcohol, and more it is very rare that anything is done. Typically the babies go home with the moms until they "do something else to harm the child". And to shotgun, chances are if she is using now, and neglecting her kids, she probably has been doing so for awhile.

Drug tests are not routine, but they should be. HIV tests are routine so that mother and baby can be treated accordingly and the baby can have the best chance for a healthy life. Why not test for drugs?
