Sealed Proposals for Equipment Storage Structures and Farm Maintenance Shop, Murfreesboro Water & Sewer Department will be received by the Owner at the Conference Room, Operations Building, 1725 S. Church Street, Murfreesboro, Tennessee, on Tuesday, July 1, 2014, at 2:00 P.M. local time. Bids will be opened publicly and read aloud.
Plans and other contract documents shall be obtained by Bidders from the office of Johnson+Bailey Architects P.C., 100 East Vine Street, Suite 700, Murfreesboro, Tennessee. A deposit check for Five Hundred Dollars ($500.00), made payable to Johnson+Bailey Architects, will be required for two (2) sets of plans and specifications. Checks will be refunded to all Bidders who return plans and specifications in good condition within ten (10) days after Proposals are opened, with the exception of the deposit from the Bidder to whom the Contract is awarded. The low Bidder to whom the contract is awarded will be provided with ten (10) complete sets of plans and specifications in consideration for the deposit paid. Bidders are required to submit the plans deposit, obtain contract documents, and register as a bidder with the Architect. Bids from Contractors not registered with the Architect as a plans holder will not be opened.
A Pre-Bid Conference will be held at the Operations & Maintenance Facility located at 1725 S. Church Street, Murfreesboro, Tennessee, on Tuesday, June 24, 2014, at 10:00 A.M. local bid. Attendance at the Pre-Bid Conference is highly recommended, but is not a requirement for bid submittal. This is the only time that the existing building sites will be available for observation by bidders.

Bidders shall be licensed General Contractors as required by applicable laws of the State of Tennessee.
Each Proposal shall be accompanied by a bid bond in the amount of 5% of the bid. The bond is required as a guarantee that, if the bid is accepted, a contract will be entered into.
A performance bond and a labor and material payment bond in the amount of 100% of contract sum, issued by a bonding company licensed in the State of Tennessee and acceptable to Owner, will be required of successful bidder to guarantee faithful performance of work under the contract (see Supplement to General Conditions of the Contract).
In the event Bidder to whom the contract is awarded fails to execute a satisfactory contract and bond, he shall be eliminated and shall forfeit his bid bond, and shall be liable for any loss occasioned to the Owner because of such failure.

Advertisement for Bids for Guard Rail Repair/Replacement for the City of Murfreesboro
Sealed proposals, invited by the City of Murfreesboro, will be received by the City Manager at the City Hall, 111 West Vine Street, Murfreesboro, Tennessee, until 3:00 p.m. CDT on, Wednesday, June 25, 2014, at which time they will be opened and publicly read aloud and the contract awarded as soon thereafter as practicable for the Guard Rail Repair/Replacement for the City of Murfreesboro. This contract is for one (1) year and is subject to automatic renewal at the City’s discretion for an additional two (2) years.
The work will consist of repairing and/or replacing guard rails for the City of Murfreesboro.
Each bid shall include Attachment B-the Non-Collusion Affidavit of Prime Bidder, Attachment C-Bidder Affidavit on Compliance with Drug-Free Workplace Act and Certificate, and shall include a completed bid form. Signatures are required where indicated; failure to comply shall be cause for rejection of bid.
All bidders must be licensed contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee and all acts amendatory thereof. Bidder's name, address, license number, expiration date, that part of the classification applying to the Bid, and the date and time of Bid opening shall appear on the sealed envelope containing the Bid, and the envelope shall be plainly marked "GUARD RAIL REPAIR/REPLACEMENT FOR THE CITY OF MURFREESBORO”. No interlineations, additions, or deletions shall be made in the proposal form by the Bidder.
All materials installed under this bid shall conform to the current TDOT specifications, standard drawings, and special provisions. Current TDOT specifications for guard rails may be found under sections 705 and 706 of the TDOT Manual available at www.tdot.state.tn.us.
The City of Murfreesboro, Tennessee, reserves the right to waive any informalities or to reject any or all Bids, to evaluate Bids, and to accept any Bid which in its opinion may be for the best interest of the Owner. No Bids will be received or accepted after the above specified time for the opening of Bids. Bids submitted after the designated hour will be deemed invalid and returned unopened to the Bidder. No Bidder may withdraw his Bid within ninety (90) days after the actual date of the opening thereof.
The successful Bidder for this Contract will be required to provide the various components necessary for guard rail repair and/or replacement. The bid price shall include all parts, labor, accessories and any other standard equipment necessary to make these items function as intended.
Bid documents may be picked up beginning on Monday, June 16, 2014, at the office of the City Manager, 111 West Vine Street during the hours 8:00 a.m. until 4:00 p.m.
