Nitrate Analyzer
The Murfreesboro Water & Sewer Department is accepting sealed bids for purchase of a Nitrate Analyzer.  Bids must be received in hand by 2:00 P.M Wednesday, February 6, 2013 and may be express mailed or hand delivered to the Murfreesboro Water & Sewer Department Wastewater Treatment Plant located at 2032 Blanton Dr., Murfreesboro, Tennessee 37129. All bids must be clearly marked “Nitrate Analyzer – ATTN: John Strickland” on the outside of the envelope. Specifications and contract documents may be obtained from the Murfreesboro Water & Sewer Department Wastewater Treatment Plant at the aforementioned address. Telephone number 615-848-3225; contact: John Strickland.  Bids submitted by fax or electronically cannot be accepted or
considered for award.  The City reserves the right to reject any and all bids and to waive technicalities.

Rutherford County invites all qualified, licensed organizations that can supply all of the following services, to bid on the following self-insured program; Property Insurance; Excess Casualty; Third Party Administrator services for all casualty lines; Third Party Administrative Services for On The Job Injury Occupational opt-Out program including re-pricing, bill review, occupational network, and other related services; other Re-insurance products; Broker services. As part of the self-insured arrangement, Rutherford County procures Re-insurance to protect County liability.  All lines of coverage must be quoted and submitted together.  All bidders must demonstrate integrated and seamless administration between offerings.  All bidders must have turn-key operations that enable the bidder to accept and process all claims.  Bid specifications must be strictly followed.  The Bid specifications will be released at 8:00 AM, February 15, 2013 by the Rutherford County Risk Management department. Data necessary for the completion of the Bid will be released electronically following receipt of a Letter of Intent, on company letterhead, including email and phone contact information,
submitted by the bidder to the Risk Management office at 303 North Church Street Murfreesboro, TN 37130, NO LATER THAN 4:00 PM, February 11, 2013. All qualified parties will receive instructions on how to obtain the electronic Bid documents on the eve of the bid opening. This notification will only go to those complying with the Letter of Intent rule, and will come from the Risk Management office or its designee.  No access or authority to bid will be granted to any vendor not submitting this letter before the deadline. No vendor has the right or authority to tie up any markets or approach any companies, on behalf of Rutherford County, before 8:00 AM February 15, 2013, the bid release date.
Sealed proposals must be received NO LATER THAN 4:00 pm CST on April 3, 2013.  Proposals received after such time will be rejected.  Bids will be opened at 4:30 pm CST on April 3, 2013 in Suite 205 of the Historic Rutherford County Courthouse by the Rutherford County Purchasing Committee.  The effective date for all lines of coverage will be July 1, 2013.  For questions pertaining to the
Letter of Intent, please contact the Risk Management Department. For questions regarding the Bid process, please submit via the online bid system after the bid has been released. No questions on coverage and or risk will be received or answered before the bid release.
The Rutherford County Purchasing Committee reserves the right to accept the lowest or best bid and/or reject any and all bids.
