SECTION 00020 INVITATION TO BIDDERS:

RENOVATIONS TO CHILDRENS ADVOCACY CENTER MURFREESBORO, TENNESSEE

Sealed Proposals for Renovations to Children’s Advocacy Center, Murfreesboro, Tennessee, will be received by the Owner at the City Council Chamber, Murfreesboro City Hall, 111 West Vine Street, Murfreesboro, Tennessee, on Thursday, September 22, 2011, at 1:30 P.M., Central Daylight Savings Time. Bids will be opened publicly and read aloud.

General Contractors submitting a bid shall obtain bidding documents from the office of Johnson + Bailey Architects P.C., 100 East Vine Street, Suite 700, Murfreesboro, Tennessee. A deposit check for Eight Hundred Dollars ($800.00), made payable to Johnson + Bailey Architects, will be required for two (2) sets of plans and specifications. Checks will be refunded to all Bidders who return plans and specifications in good condition within ten (10) days after Proposals are opened, with the exception of the deposit from the Bidder to whom the Contract is awarded. The low Bidder to whom the contract is awarded will be provided with ten (10) complete sets of plans and specifications in consideration for the deposit paid.

A Pre-Bid Conference will be conducted at the Children’s Advocacy Center, 1040 Samsonite Blvd., Murfreesboro, Tennessee, on Thursday, September 15, 2011, at 10:00 A.M. Central Daylight Savings Time. Attendance is not mandatory, but is recommended and encouraged.

Bidders shall be licensed General Contractors as required by applicable laws of the State of Tennessee.

Each Proposal shall be accompanied by a bid bond in the amount of 5% of the bid. The bond is required as a guarantee that, if the bid is accepted, a contract will be entered into.

A performance bond and a labor and material payment bond in the amount of 100% of contract sum, issued by a bonding company licensed in the State of Tennessee and acceptable to Owner, will be required of successful bidder to guarantee faithful performance of work under the contract (see Supplement to General Conditions of the Contract).

In the event Bidder to whom the contract is awarded fails to execute a satisfactory contract and bond, he shall be eliminated and shall forfeit his bid bond, and shall be liable for any loss occasioned to the Owner because of such failure.

ADVERTISEMENT FOR BIDS

Sealed proposals will be received by the City of Murfreesboro, Murfreesboro Water and Sewer Department Operations and Maintenance Facility, 1725 South Church Street, Murfreesboro, TN 37129 until 2:00 p.m., Local Time on Tuesday September 20th, 2011 for the construction of Molloy Lane Regional Stormwater Quality Pond, Phase 1 (725 Molloy Lane), located in Murfreesboro, Tennessee.

This work includes the construction of a regional stormwater quality wet pond which will be used mainly as a best management practice (BMP) for sediment pollutant removal in a Heavy Industrial (H-I) area in southwest Murfreesboro, TN. The construction will include the installation of temporary erosion prevention & sediment control features; site clearing & grubbing; utility service line removal; a water well closure; unclassified excavation; site grading; installation of a concrete cap over an existing sewer mainline; installation of the pond outlet structure, stormwater pipe & headwall; rip-rap outlet protection; stone check dam; diversion berm; bentonite clay application; seed and straw disturbed areas for permanent erosion prevention.

Plans, Specifications, and Contract Documents may be examined at 220 NW Broad Street Murfreesboro Water and Sewer Department Annex Murfreesboro, TN; at SEC, Inc. (850 Middle Tennessee Blvd., Murfreesboro, Tennessee) Copies of these Plans, Specifications, and Contract Documents may be obtained from SEC, Inc. upon payment of a non-refundable amount of one hundred dollars ($100.00) per set.

A pre-bid conference will be held at 10:00 a.m. on Tuesday September 13th, 2011 at Murfreesboro Water and Sewer Department Operations and Maintenance Facility, 1725 South Church Street, Murfreesboro, TN 37129.  Representatives of OWNER and ENGINEER shall be present to discuss the project.  It is highly recommended that all bidders attend.

To demonstrate Bidder’s qualifications to perform the work, Bidder shall submit written information on present commitments and on experience.  Regarding experience, submit listing of at least three (3) similar projects constructed by the Bidder within the last five (5) years.  The list should include project name, project owner, and project owner’s contact and shall be submitted with bid package.

Each proposal must be accompanied by a certified check or bid bond for not less than five percent (5%) of the bid price to guarantee that the bidder will enter into an acceptable contract under bond.  A contract performance bond and payment bond of one hundred percent (100%) of the contract price will be required.  Contractor will be required to certify to a drug-free workplace as specified in the bid documents. 

Payment will be made on the basis of ninety five percent (95%) of the work completed during the previous month.

The City of Murfreesboro reserves the right to reject any and all bids and to waive technicalities.  In accordance with provisions of the Tennessee Contractor’s Licensing Act of 1976, no bid will be opened unless the Bidder includes on the envelope containing the bid: The Contractor’s License Number, expiration date, and that part of the classification applying to the bid.

The low Bidder to whom the contract is awarded will be provided with ten (10) complete sets of plans and specifications in consideration for the deposit paid.
