For a Sanitary Sewer Rehabilitation and Maintenance Contract

Sealed bids, invited by the City of Murfreesboro, will be received by the Murfreesboro Water and Sewer Department (MWSD) Director at 220 NW Broad Street, Murfreesboro, Tennessee, until 2:00 p.m. CDT on, December 8, 2011, at which time they will be opened and publicly read aloud and the contract awarded as soon thereafter as practicable for the Sanitary Sewer Rehabilitation and Maintenance Contract.

The selected contractor will perform four (4) sanitary sewer rehabilitation projects.  As specified in the Base Bid this work includes the project areas identified as Basin 10, 10-3, 10-4 and Miscellaneous Manhole Rehabilitation.  These rehabilitation projects will include complete rehabilitation of approximately 9700 linear feet of sanitary sewer pipe plus various mainline point repairs and manhole and service line rehabilitation. 

Additional projects/work orders are expected but not guaranteed as a result of ongoing sanitary sewer evaluation field work.  This additional work will be priced based on the Supplemental Units Bid provided the Owner is satisfied that Supplemental Unit Bids prices are commercially reasonable.  The Owner retains the option of bidding any and all additional work not covered by the Base Bid.

The contract may be extended for up to three (3) successive one (1) year periods upon the agreement of both parties.

A mandatory pre-bid will be conducted at the MWSD Engineering Annex on December 1, 2011 at 9:00 a.m.  The Engineering Annex is located at 220 NW Broad Street, Murfreesboro, TN.  Phone 615-848-3200.

Each bid must be accompanied by a Bidder's Bond executed by the Bidder and Surety Company authorized to transact business in the State of Tennessee, or by a cashier's or certified check on a duly authorized bank payable to the City of Murfreesboro, Tennessee, or a letter of credit from a local bank in the sum of not less than five percent (5%) of the total amount of the Bid as a guarantee that if the Bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished.  Said check or bond will be returned to the unsuccessful Bidder as soon as the Contract has been executed and the necessary bonds have been furnished, same have been approved, and the Contract has been executed by the City of Murfreesboro, Tennessee.

All bidders must be licensed contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee and all acts amendatory thereof.  Contractors must at all times meet the Department’s requirements of State of Tennessee Classification BC-B or MU – Municipal and Utility Construction license holder for sewer construction.  Bidder's name, address, license number, expiration date, that part of the classification applying to the Bid, and the date and time of Bid opening shall appear on the sealed envelope containing the Bid, and the envelope shall be plainly marked “Sanitary Sewer Rehabilitation and Maintenance Contract.”  No interlineations, additions, or deletions shall be made in the proposal form by the Bidder.

The City of Murfreesboro, Tennessee, reserves the right to waive any informality or to reject any or all Bids, to evaluate Bids, and to accept any Bid which in its opinion may be for the best interest of the Owner.  No Bids will be received or accepted after the above specified time for the opening of Bids.  Bids submitted after the designated hour will be deemed invalid and returned unopened to the Bidder.  No Bidder may withdraw his Bid within ninety (90) days after the actual date of the opening thereof.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond, Payment Bond, cashier's check, or letter of credit in the total amount of his Bid with a corporate surety approved by the Owner for the faithful performance of the Contract.

Bid documents may be picked up beginning November 21, 2011, at the MWSD Engineering Annex Office, 220 NW Broad Street during the hours 8:00 a.m. until 4:30 p.m. at a non-refundable cost of $20.00 per set.
