NOTICE OF PUBLIC REVIEW,

COMMENT AND HEARING

 

In compliance with Federal Aviation Administration procedures the City of Murfreesboro has prepared a Draft Environmental Assessment (DEA) and Draft FONSI to support the construction of a 852 foot extension of the north end of the runway at Murfreesboro Municipal Airport. Copies of the DEA are available for public review and comment at the following locations: Murfreesboro Municipal Airport (1930 Memorial Boulevard); Linebaugh Library second floor Reference Table (105 West Vine Street); and, Murfreesboro City Hall (111 West Vine St) in the office of the City Recorder and the office of the Planning & Engineering Department from June 24th through July 26th, 2013. Written comments will be received by Hanson Professional Services, 53 Century Blvd, Suite 160, Nashville, TN 37214 until 4:00 pm July 26th, 2013 for transmission to the Federal Aviation Administration without alteration.        

 

A Public Hearing will be held July 16th, 2013 from 6:30 pm to 9:00 pm in the City Council Chambers located in City Hall (111 West Vine Street, Murfreesboro, Tennessee, 37130).

 

LEGAL NOTICE OF PUBLIC HEARING

 

The Rutherford County Board of Zoning Appeals will meet Wednesday, July 10, 2013 at 4:30 p.m. in the Commission Chambers of the Historic Rutherford County Courthouse, center of Public Square, in Murfreesboro, Tennessee to act on the following

requests:

A. Michael Vilanova – BZA 2013-038

Location: 9304 Independent Hill Road, Map No.:76, Parcel: 10.02, Request for variance relief from the

development regulation requiring a fire hydrant to be located within a 1000' of a proposed development

involving a property located in the AR, Agricultural

Residential zoning district.

B. David Stansberry – BZA 2013-039

Location: 6776 Old Nashville Highway, Map No.:57,

Parcel: 34.01, Request for variance relief from the

maximum building height of 40', relief from the

maximum lot coverage standard of 50% and relief from the development standard requiring paved parking for a property located in the LI, Light Industrial zoning

district.

C. Stan Reed – BZA 2013-040

Location: 1192 Allen Road, Map No.:57, Parcel: 12.00, Request for special exception approval allowing the

establishment of the major home-based business of a barber shop for a property located in the RM, Medium Density Residential zoning district.

D. Charles W. Griffin – BZA 2013-041

Location: 8059 Valley View Road, Map No.:45, Parcel: 20, Request for special exception approval for an

accessory dwelling unit that does not meet the design standards for ADUs involving a property located in the RL, Low Density Residential zoning district.

Pursuant to T.C.A. 8-44-103, the Board of Directors of the Rutherford County

Emergency Communications District will meet Thursday June 27th, 2013 at 10:00 A.M. in the District’s Administrative Office located at 591 Fortress Boulevard, Murfreesboro, Tennessee.  This is a regularly scheduled meeting postponed from June 21st, 2013.

 

Notice of Public Meeting

 

The City of Murfreesboro will conduct a Public Meeting on Tuesday, June 25, 2013 from 5:00 – 7:00 p.m. at the Patterson Park Community Center, 521 Mercury Boulevard, Murfreesboro, Tennessee to discuss Project Number 116310.00, Bradyville Pike improvements from SE Broad (US 41) to Rutherford Boulevard.

 

The project proposes to improve safety and travel

efficiency along Bradyville Pike. The project is

approximately 2.1 miles in length and will assume the existing alignment of Bradyville Pike except for realignment at SE Broad Street. It is proposed to widen and reconstruct Bradyville Pike to include three eleven foot traffic lanes, four foot dedicated bike lanes, and five foot sidewalks on each side to address separation of bicyclist, vehicles and pedestrians. The project will also entail construction of public transportation shelters for the City’s local public transportation system, Rover.

 

The proposed corridor improvement is included in the Nashville Area Metropolitan Planning Organization’s

Regional Transportation Plan. It is also included in the City’s 2025 Major Thoroughfare Plan. Project funding is provided by the City of Murfreesboro, the Tennessee Department of Transportation (TDOT), and with funds made available through the Federal Highway

Administration (FHWA).

 

The meeting will be informal and will allow attendees to view the project plans, ask questions and make

comments regarding the proposed project.

Representatives of the City of Murfreesboro and

Neel-Schaffer, Inc., the consultants for the project, will be available to answer any project related question.

ADVERTISEMENT FOR BIDS

 

WEST ELEMENTARY SCHOOL ROADWAY AND UTILITIES

 

Sealed Proposals will be received by the City Manager at the City Managers office, 111 West Vine Street, Murfreesboro, Tennessee, until 2:00 P.M., July 16, 2013 for roadway improvements on Kingdom Drive and West School Road for the City of Murfreesboro, Tennessee.  The  bids will be opened and read at the City Hall Council Chambers immediately thereafter.

 

This work consists of construction approximately 3100 linear feet of three-lane curb and gutter roadway, with sidewalks including, but not limited to, drainage pipe, headwalls, water lines, sanitary sewers, underground electric and all other work incidental thereto.

 

Plans, Specifications and Contract Documents may be examined at Murfreesboro Planning & Engineering

Department, Murfreesboro, or may be obtained from Huddleston-Steele Engineering, Inc., 2115 Northwest Broad Street, Murfreesboro, Tennessee, upon deposit of one thousand five hundred ($1,500) dollars which will be refunded to all except the successful bidder upon return of all documents in good condition within thirty (30) days after date of opening bids.   

 

A Pre-Bid Conference will be held at 2:00 P.M. on July 8, 2013, Room 218, City Hall, 111 West Vine Street, Murfreesboro, TN. Representatives of OWNER and

ENGINEER shall be present to discuss the Project.

 

To demonstrate Bidder’s qualifications to perform the Work, Bidder shall submit written information on

present commitments and on experience. Regarding experience, submit listing of at least (3) similar

projects constructed by the Bidder in the last five (5) years. The list should include a project name, project owner, and project owner’s contact and shall be

submitted with bid package.

 

Each proposal must be accompanied by a certified check or bid bond for not less than five (5) percent of the contract price to guarantee that the bidder will enter into an acceptable contract under bond. A

contract performance payment bond of One Hundred (100) Percent of the Contract price will be required.

 

No bidder may withdraw a bid for a period of sixty (60) days after bids have been opened.

 

Payment will be made on the 15th day of each month on the basis of ninety five (95) percent of the work completed for the preceeding month.

 

The right is reserved to reject any and all bids and to waive technicalities.

 

Bidding shall be in accordance with the Tennessee

General Contractor’s License Law. Bidders on

construction of the amount of Twenty-Five Thousand ($25,000) Dollars or more must be licensed contractors as required by T.C.A. 62-6-103. Bidders shall place their bid in an envelope showing the bidders name, license number, expiration date, and that part of classification applying to the bid in accordance with T.C.A. 62-6-119. Bids not conforming with this provision shall not be opened.

 

Bidders are required to submit an affidavit at the bid submission that the contractor has a drug-free

workplace that complies with T.C.A. Title 50, Chapter 9. Bidders are also requested to submit at the bid a

Noncollusion Affidavit of Prime Bidder and a

Compliance of Illegal Immigrants.
