   Notice is hereby given that a Public Hearing before the City Council of the City of Murfreesboro, Tennessee, will be held in the Council Chambers of the City Hall, 111 West Vine Street, in said City on Thursday, May 22, 2014, beginning at 7:00 o’clock p.m. for the purpose of considering Ordinance 14-OA-23 to determine whether the territory indicated on the map below, which adjoins the present corporate boundaries, should be annexed and incorporated within the corporate limits of the said City and to consider a proposed Plan of Services for the area. The area under consideration is the designated area on the attached map. Three (3) copies of the proposed Plan of Services are on file with the Planning Director of the City of Murfreesboro in the City Hall, 111 West Vine Street, Murfreesboro, Tennessee.

The work shall also include other work necessary to complete the project as directed by the Owner’s specifications and proposal sheets. Contract documents, including Information for Bidders, form of Bid proposal, form of Contract, forms of Bonds, and an itemization of streets to be paved, may be obtained without charge from the office of the City Manager at City Hall, 111 West Vine Street, Murfreesboro, Tennessee, beginning Tuesday, May 6, 2014 during the hours 8:00 am until 4:00 pm.
Each Bid must be accompanied by a Bidder's Bond executed by the Bidder and Surety Company authorized to transact business in the State of Tennessee, or by a cashier's or certified check on a duly authorized bank payable to the City of Murfreesboro, Tennessee, or a letter of credit from a local bank in the sum of not less than five percent (5%) of the total amount of the Bid as a guarantee that if the Bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished. Said check or bond will be returned to the unsuccessful Bidder as soon as the Contract has been executed and the necessary bonds have been furnished, same have been approved, and the Contract has been executed by the City of Murfreesboro, Tennessee.

CONCRETE AND STORM DRAINAGE CONTRACT
Sealed proposals, invited by the City of Murfreesboro, will be received by the City Manager at the City Hall, 111 West Vine Street, Murfreesboro, Tennessee, until 3:00 p.m. CDT on, Tuesday, May 27, 2014, at which time they will be opened and publicly read aloud and the contract awarded as soon thereafter as practicable for the 2014-2015 CITY OF MURFREESBORO CONCRETE AND STORM DRAINAGE IMPROVEMENTS CONTRACT. This contract is subject to four (4) 12-month extensions upon mutual agreement.
The work will consist of the installation and improvements to sidewalks, curbs and gutters, handicap ramps, storm drainage pipes, storm drain ditches, and other miscellaneous storm drainage and concrete related projects, with the possibility of some street paving.
Each bid must be accompanied by a Bidder's Bond executed by the Bidder and Surety Company authorized to transact business in the State of Tennessee, or by a cashier's or certified check on a duly authorized bank payable to the City of Murfreesboro, Tennessee, or a letter of credit from a local bank in the sum of not less than five percent (5%) of the total amount of the Bid as a guarantee that if the Bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished. MAPLE STREET ALLEY RECONSTRUCTION
Sealed proposals will be received by the City Manager at the City Manager’s office, 111 West Vine Street, Murfreesboro, Tennessee, until 10:00 a.m., May 27, 2014, for Maple Street Alley Reconstruction for the City of Murfreesboro, Tennessee. The bids will be opened and read at the City Hall Council Chambers immediately thereafter.
This work consists of constructing approximately 320 linear feet of eight foot wide permeable concrete paver system, road and drainage excavation, concrete paving, electric conduit and work incidental thereto.
Plans, Specifications and Contract Documents may be examined at Murfreesboro Planning &?Engineering Department, Murfreesboro; F.W. Dodge Plan Room, Nashville; or may be obtained from Huddleston-Steele Engineering, Inc. 2115 Northwest Broad Street, Murfreesboro, Tennessee, upon deposit of Two Hundred ($200.00) Dollars which will be refunded to all except the successful bidder upon return of all documents in good condition within thirty (30) days after date of opening bids.
A pre-bid conference will be held at 10:00 A.M. on May 20, 2014 at Council Chambers, 111 West Vine Street, Murfreesboro, TN. Representatives of OWNER and ENGINEER shall be present to discuss the Project.
To demonstrate Bidder’s qualifications to perform the Work, Bidder shall submit written information on present commitments and on experience. Regarding the experience, submit listings of at least three (3) similar projects constructed by the Bidder in the last five (5) years. The list should include a project name, project owner, and project owner’s contact and shall be submitted with bid package.
Each proposal must be accompanied by a certified check or bid bond for not less than five (5) percent of the contract price to guarantee that the bidder will enter into an acceptable contract under bond. A contract performance-payment bond of One Hundred (100) Percent of the Contract price will be required.
No bidder may withdraw a bid for a period of sixty (60) days after bids have been opened.
Payment will be made on the 15th day of each month on the basis on ninety-five (95) percent of the work completed for the preceding month.
The right is reserved to reject any and all bids and to waive technicalities.
Bidding shall be in accordance with the Tennessee General Contractor’s License Law. Bidders on construction of the amount of Twenty-five Thousand ($25,000.00) Dollars or more must be licensed contractors as required by T.C.A. 62-6-103. Bidders shall place their bid in an envelope showing the bidder’s name, license number, expiration date, and that part of classification applying to the bid in accordance with T.C.A. 62-6-119. Bids not conforming with this provision shall not be opened.
Bidders are required to submit an affidavit at the bid submission that the contractor has a drug-free workplace that complies with T.C.A. Title 50, Chapter 9. Bidders are also requested to submit at the bid a Noncollusion Affidavit or Prime Bidder.

Sealed proposals will be received by the City of Murfreesboro, City Manager’s Office, City Hall, 111 West Vine Street, Murfreesboro, Tennessee until 3:00 p.m., CST on Friday, May 27, 2014, for the Old Fort Park Indoor Tennis Complex, located in Murfreesboro, Tennessee.
The work includes, but is not limited to, the following elements:
The Old Fort Indoor Tennis Complex project consists of the construction of a new 8 court indoor tennis facility with associated parking and site work. 
Plans, Specifications, and Contract Documents may be examined at; F.W. Dodge Plan Room, Nashville; TN Builders Exchange; Lose & Associates, Inc. The Murfreesboro Water & Sewer Department is accepting sealed bids from qualified vendors to provide credit card, debit card, and electronic check processing services (“Payment Processing Services”).
