It appearing from the bill in this cause, which is sworn to, that the residence and current address of the Defendants, Angela Stacey and Sammy Brannon is unknown and cannot be served with process, it is ordered that publication be made for four consecutive weeks in a newspaper published in Murfreesboro, in Rutherford County, Tennessee requiring said Defendants, Angela Stacey and Sammy Brannon to appear before the clerk of said Court on or before thirty (30) days after the last publication hereof and make defense to the bill filed in the above cause, which seeks Dependency and Neglect and Temporary or Permanent Guardianship or Permanent Guardianship and Temporary Restraining Order or otherwise said complaint will be taken for confessed and cause proceeded with ex parte.
Additionally, the Restraining Order currently issued in this cause shall continue until further Orders of the Court.

Watershed Description: The watershed is the East Fork Stones River-Bear Branch, watershed (051302030106). The stream segment identification is TN05130203023_2000. The stream segment was last assessed on 12/02/2009 and determined to be supporting for all of the following classified uses: fish and aquatic life, livestock watering and wildlife, irrigation, domestic water supply, and industrial water supply. The stream segment was not assessed for recreational use.
Project Description: The applicant is requesting a §401 water quality certification that would authorize removal of remnants of Brown's Mill Dam and construct an equipment access point to the river. The stated project goal is to provide a river access and restore the river channel and biological connectivity of the East Fork Stone's River at that location.
Determinations: In accordance with the Tennessee’s water quality standards, the division has determined that the proposed activity will not result in degradation.
How to Comment: No decision has been made whether to issue or deny this permit. The purpose of this notice is to inform interested parties of this permit application and to ask for comments and information necessary to determine possible impacts to water quality. Persons wishing to comment on the proposal are invited to submit written comments to the department. Written comments must be received within thirty days of the date that this notice is posted. Hearings: Interested persons may also request that the department hold a public hearing on this application. Factors Considered: In deciding whether to issue or deny a permit, the department would consider all comments of record and the requirements of applicable federal and state laws. In making this decision, a determination would be made regarding the lost value of the resource compared to the value of any proposed mitigation. The department shall consider practicable alternatives to the alteration. The department shall also consider loss of waters or habitat, diminishment in biological diversity, cumulative or secondary impacts to the water resource, and adverse impact to unique, high quality, or impaired waters.

FOUNDATION REPAIRS AT DISCOVERY SCHOOL AT REEVES-ROGERS
MURFREESBORO CITY SCHOOLS
Sealed Proposals for Foundation Repairs at Discovery School at Reeves-Rogers, Murfreesboro City Schools, will be received by the Owner at the Murfreesboro City Schools Administration Offices, 2552 South Church Street, Murfreesboro, Tennessee, on Thursday, April 3, 2014, at 2:00 P.M., Local Time. Bids will be opened publicly and read aloud.
Plans and other contract documents shall be obtained by Bidders from the office of Johnson+Bailey Architects P.C., 100 East Vine Street, Suite 700, Murfreesboro, Tennessee. A deposit check for Five Hundred Dollars ($500.00), made payable to Johnson+Bailey Architects, will be required for two (2) sets of plans and specifications. Checks will be refunded to all Bidders who return plans and specifications in good condition within ten (10) days after Proposals are opened, with the exception of the deposit from the Bidder to whom the Contract is awarded. The low Bidder to whom the contract is awarded will be provided with twelve (12) complete sets of plans and specifications in consideration for the deposit paid. Bidders are required to submit the plans deposit, obtain contract documents, and register as a bidder with the Architect. Bids from Contractors not registerd with the Architect as a plans holder will not be opened.
A Pre-Bid Conference will be conducted at 1807 Greenland Drive, Murfreesboro, Tennessee, on Monday, March 31, 2014, at 10:00 A.M., Local Time. Attendance at the Pre-Bid Conference is highly recommended, but is not a requirement for bid submittal.

Bidders shall be licensed General Contractors as required by applicable laws of the State of Tennessee.
Each Proposal shall be accompanied by a bid bond in the amount of 5% of the bid. The bond is required as a guarantee that, if the bid is accepted, a contract will be entered into.
A performance bond and a labor and material payment bond in the amount of 100% of contract sum, issued by a bonding company licensed in the State of Tennessee and acceptable to Owner, will be required of successful bidder to guarantee faithful performance of work under the contract (see Supplement to General Conditions of the Contract).
In the event Bidder to whom the contract is awarded fails to execute a satisfactory contract and bond, he shall be eliminated and shall forfeit his bid bond, and shall be liable for any loss occasioned to the Owner because of such failure.

West View Mini-Park Renovation
This bid package is for construction of the West View Mini-Park Renovation. Project includes all work shown on the plans and specifications to include, but not be limited to, the following items:
The base bid includes, but not limited to, all labor, equipment, and materials, unless otherwise specified, to bring to completion of West View Mini-Park, consisting of demolition of existing features, clearing and grubbing (as needed), minor grading, soil erosion and sedimentation control measures, installation of asphalt paving for 5’ wide path, installation of concrete walks, curbing and post foundations, installation of playground and play nodes, site amenities, fencing and landscaping, all as defined in the plans and specifications. The base bid also includes all permits, fees, bonds, inspections, and final approval by all agencies having jurisdiction.
The bid package also contains four alternates which includes, but is not limited to, all labor, equipment, and materials, unless otherwise specified, for installation of a larger swing at one of the play nodes, a poured in place rubber surface at the playground, poured in place rubber surfaces at the play nodes and two (2) waste receptacles as defined in the plans and specifications.
Work shall consist of furnishing all materials, supplies and equipment and performing all labor and services incidental to, or necessary for, the completion of construction of the project in accordance with the plans and specifications.
Plans, specifications and contract documents shall be available on Monday, March 10, 2014, and may be examined at the McGraw Hill/Dodge Plan Room, 1604 Elm Hill Pike, Suite 200 Nashville, Tennessee 37224, or copies of these plans, specifications and contract documents may be obtained from Lose & Associates, Inc., 1314 5th Avenue North, Suite 200, Nashville, Tennessee, upon payment of fifty ($50.00) dollars.
