The City of Murfreesboro, Tennessee, expects to receive approximately $750,000, from the U.S. Department of Housing and Urban Development because of its standing as a Community Development Block Grant (CDBG) city for the fiscal year beginning July 1, 2014. The City has also applied to the Tennessee Housing Development Agency (THDA) for a $500,000 HOME grant.

Notice is hereby given that the Community Development Department will conduct a public hearing as indicated above to obtain comments from residents concerning their desires for expending these funds.

Applicants for public service grants will be present to discuss their programs and their proposed uses for CDBG funding.

Input from the public will be used to assist the City in developing its annual Action Plan. A second public will be held April 14, 2014, to discuss the City’s proposed Action Plan, including use of available funds. Interested residents are encouraged to attend these meetings.

INVITATIONS TO BID
COMMERCIAL AUTO INSURANCE FOR CITY BUSES
Sealed bids will be received by the City of Murfreesboro, Tennessee, for Commercial Auto Coverage Insurance for the City vehicles comprising the Murfreesboro public transit service until 3:00 P.M., Monday, March 24, 2014 and then opened publicly at the City Hall, 111 West Vine Street, Murfreesboro, Tennessee 37130.  The insuring period begins at 12:01 A.M. on April 12, 2014.  The policy is to be written on a three-year basis with premiums subject to annual rerating.  The insurance coverages requested shall be bid according to the specifications available upon request from the office of the City Manager in City Hall.

On 11 March, 2014 at 10:00 am, Rutherford County Tennessee will accept sealed bids for the sale of real property referenced below that was bought by Rutherford County at various delinquent tax sales.

Property 1 – Parcel # 082 05803 ($4406.97)
Property 2 – Parcel # 187 00415 ($6791.59)
Property 3 – Parcel # 018A A 00600 ($6485.58)

Additional information on the properties will be kept on file in the Rutherford County Mayor’s Office, Suite 101, Historic Courthouse Bldg.

Any person interested in bidding on any of the properties listed must appear in person at 10:00 am local time in Suite 101, Rutherford County Historical Courthouse with their sealed bid and present the same to the Mayor of Rutherford County.  Should any person desire to bid on more than one parcel of property, they shall put the specific bid for any particular piece of property in a separate sealed envelope.  The sealed bids will be received until 10:10 am local time on 11 March, 2014 and then no further sealed bids will be accepted.  The Mayor shall then open the sealed bids for each of the pieces of personal property listed.

The highest bidder will be the successful bidder, provided however, said bid is subject to an increase bid as stated and set forth in T.C.A. 67-5-2507.  Reference is specifically made to the Tennessee Code Provision as concerns this sale of property by Rutherford County.  The terms of the sale shall be cash, or certified funds on a bank that is located in Rutherford County, Tennessee.  At the time the purchase price is collected, pursuant to T.C.A. 67-5-2507, it will also include a sufficient amount to record the deed.  The deed will be without any warranties of any sort.

For each particular parcel listed there is a dollar figure noted beside the same which includes taxes, penalty, cost and interest.  No bid shall be for less than the amount stated for each particular piece of property.

As noted in the Tennessee Code provision referenced above, the deed shall not be executed at the time the sealed bids are opened and a successful bidder identified.  Rather, Rutherford County shall make publication in a newspaper indicating the proposed sale, the name of the purchaser and terms, conditions and price of sale.  Increases to the bid made by the proposed purchaser must be in an amount of ten percent (10%) or more of the bid already made by the proposed purchaser.  At that time, the proposed purchaser who was the successful bidder shall be notified and a date will be fixed when the successful bidder and the person making the highest raised bid shall appear and make offers to determine who shall be the final successful bidder to whom a deed will be issued.

LEGAL NOTICE OF PUBLIC HEARINGS
The Rutherford County Board of Commissioners will hold a Public Hearing on March 13, 2014 at 6:30 p.m. at the Rutherford County Courthouse, Public Square in Murfreesboro, TN, to obtain public comment on the following items:

1. Lynne Davis for Various Property
Owners has submitted a rezoning request (14-A003) for property referenced by Tax Map 92, Parcels 117.00, 117.01 and 117.02; and Tax Map 92O, Group A, Parcel 22.00 and is located at 3295, 3307, 3371 and 3389 Franklin Road to be rezoned from Residential Medium-Density (RM) to Office Professional (OP).

2. Kevin D. Vine Street, Murfreesboro, Tennessee to consider an application [2014-403] for a zone change to the Kingdom Ridge PUD (Planned Unit District) located south of Franklin Highway/Highway 96 and west of Rucker Lane as shown on the above illustration. The proposed change is two parts:

   1. To amend the residential portion of the Kingdom Ridge PUD (266 acres) to allow the creation of 8,000 square foot lots, and

   2. To rezone approximately 19 acres identified as Parcel C in the Kingdom Ridge Master Plan from PUD to CH (Commercial Highway District).

Notice is hereby given that a Public Hearing before the City Council of the City of Murfreesboro, Tennessee, will be held in the Council Chambers of the Murfreesboro City Hall, 111 West Vine Street, in said City on Thursday, March 13, 2014, beginning at 7:00 o’clock P.M. for the purpose of considering a proposed amendatory Ordinance 14-OZ-12 amending the Zoning Ordinance and the Zoning Map of the City of Murfreesboro, Tennessee, constituting a part of said Zoning Ordinance, at which time and place all interested persons may appear and be heard with respect to said Ordinance.  The proposed amendatory Ordinance, if and when effective, will amend said Zoning Ordinance to rezone the territory indicated on the attached map from Single-Family Residential Fifteen (RS-15) District to Highway Commercial (CH) District and Residential Multi-Family Sixteen (RM-16) District.
