ADVERTISEMENT  -  (LEGAL NOTICE  TO  BIDDERS)

 

Sealed bids, subject to the conditions herein, will be received until 1:00 P.M., Local Central Time, on Monday, January 6, 2014 by the Smyrna/Rutherford County Airport Authority at the Smyrna Airport Terminal and Business Center Conference Room and at that hour opened and publicly read, for furnishing all labor and materials and

 

performing all work connected with following project:

 

"Taxiways B, C, D, and J Pavement Rehabilitation”

 

ATKINS Project No. 100061388

 

The project involves work on four taxiways on the airfield.  Taxiway D pavements will be milled and overlaid with a new asphalt surface, along with some minor

 

grading for shoulder drainage improvements.  Taxiways C and B will have pavement milling and overlay with a new asphalt surface, and some shoulder grading.  A

 

portion of Taxiway J will have crack repair.

 

In all, nearly 83,000 square yards of airfield pavement will be resurfaced,

 

representing approximately 15,200 tons of asphalt base and surface material, and nearly 16,250 square yards of double bituminous surface treatment.

For bidding purposes, Plans and Specifications may be obtained from the Smyrna/Rutherford County Airport Authority or from Atkins, upon receipt of a personal or company check in the amount of $100.00 per set which is non-refundable.  Cash deposits in lieu of checks will not be accepted.  Checks should be made payable to Atkins. PDF copies of the Plans and Specifications are available for free. To obtain a pdf copy, contact Atkins at the phone number indicated in the table above.

 

 

 

A Pre-Bidding Conference will be held at 1:00 P.M., Local Central Time on Tuesday, December 17, 2013 at the Smyrna Airport Terminal and Business Center Conference Room for the purposes of answering questions, discussing the project, and reviewing the project site.  Attendance at this conference by an appropriate contractor representative is mandatory in order to be eligible to submit a bid.

 

Each proposal must be accompanied by a Bidder's Bond on the form contained in the Proposal from a Surety Company acceptable to the Smyrna/Rutherford County

 

Airport Authority or a Cashier's Check or Certified Check made payable to the Smyrna/Rutherford County Airport Authority for not less than 5 percent of the total amount of the bid.  A 100% Contract Bond will be required.

 

The Smyrna/Rutherford County Airport Authority reserves the right to reject any and/or all bids, to waive any informalities and technicalities in the bids received and to accept any bid which, in its opinion, may be in the best interest of the Authority.

 

 

Prospective bidders should read the instructions for preparing bids in the Project Specifications carefully before submitting their bids and must supply all the information required therein within the time limits specified.

 

Bids are required to remain open for acceptance or rejection for a period of sixty (60) days after the bid opening.

 

The bidder must have at his disposal the necessary equipment to put on the project when notice is given to begin work and to do the work within a time specified.

 

 

 

The proposal of any bidder will be rejected if the award of the work for which the proposal is submitted may, in the judgement of the Smyrna/Rutherford County Airport Authority, affect the workmanship, financing or progress of other work awarded to the bidder in the same letting or other work which the bidder may have under contract.  Award of this contract is contingent upon the availability of funds.

 

 

The complete examination and understanding of the Plans and Specifications and the proposed work site is necessary in order for the bidder to properly submit a proposal.

 

 

 

Time limit for completion of the work is as shown on the proposal.  Liquidated damages for delay of completion of contract will be in accordance with the General Provisions of the Specifications.

 

The successful bidder shall hold and save harmless the Smyrna/Rutherford County Airport Authority from liability in connection with patents.

 

All bidders must be licensed contractors as required by the Contractor’s Licensing Act of 1976, T.C.A. 62-6-101, et.seq.

 

The Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates as required by T.C.A., Title 12, Chapter 4, as amended.

 

 

Envelopes containing proposals must be sealed, addressed to the Smyrna/Rutherford County Airport Authority, Smyrna Airport, Smyrna, TN 37167 and marked with the Contractor’s name, Tennessee License Number, Classification, Expiration date and the following project title:

The City of Murfreesboro will receive and review proposals from consultants for a Comprehensive Plan. The submittal deadline is January 15, 2014, by 3:00 PM Central Standard Time (CST). To be considered, the proposal must be in

 

possession of the City Manager’s Office, Post Office Box 1139, 111 West Vine Street, Murfreesboro, Tennessee 37133-1139 by the aforementioned date and time. The Request for Proposals (RFP) package containing further submittal

 

instructions and specifications may be obtained from the above office during normal working hours or online at www.murfreesborotn.gov beginning Monday, December 9, 2013.  The City of Murfreesboro reserves the right to reject any and all proposals.

American Towers LLC is proposing to construct a 154-foot overall height monopole telecommunications tower at 1664 Middle Tennessee Blvd, Murfreesboro, Rutherford County, TN, Tax Parcel ID 1031 B 01500.  The new tower structure will not be lit and the tower facility will include a 75’ by 75’ lease area and associated easements, along with a 30-ft buffer surrounding the lease area. American Towers LLC seeks comments from all interested persons on any potential significant impact the proposed action could have on the quality of the human environment pursuant to 47 C.F.R. Section 1.1307, including potential impacts to historic or cultural resources that are listed or eligible for listing in the National Register of Historic Places.  Interested persons may review the project application pending with the Federal Communications Commission (FCC) at www.fcc.gov/asr/applications by entering Form 854 File No. A0865228. Interested persons may comment or raise environmental impact concerns about the proposed action by filing a Request for Environmental Review with the FCC. The FCC strongly encourages all interested parties to make such filings online, following the instructions found at www.fcc.gov/asr/environmentalrequest. Application Z-13-070 by Mr. Thomas Steffen for DR Horton, Inc., is requesting a 3’ variance from the minimum required 25’ rear building setback for principal structures, as stated in Chart 2 (Minimum Lot Requirements, Minimum Yard Requirements, and Land Use Intensity Ratios) of the City of Murfreesboro Zoning Ordinance, for property located in a Residential Single-Family (RS-10) zone at 5133 General Patton Avenue (also identified as Lot 200 of the Liberty Valley Subdivision).  All interested parties are invited to attend.

Pertaining to proposed heating and air equipment, a 32’ variance from the minimum required 42’ front building setback for accessory structures as stated in Chart 2 (Minimum Lot Requirements, Minimum Yard Requirements, and Land Use Intensity Ratios) of the City of Murfreesboro Zoning Ordinance; and

 

A variance from Section 27(L)(1)(b) and Table 1 of the City of Murfreesboro Zoning Ordinance, which state that a Type C buffer zone is required to be planted when property in a Commercial Highway (CH) zone abuts property in a Residential Multi-Family (RM-16) zone.

Application Z-13-072 by Mr. Matt Taylor of Site Engineering Consultants, Inc., for Saint Paul’s Episcopal Church, is requesting a special use permit in order expand an existing institutional group assembly use (a church) for property located in the Commercial Highway (CH) and Residential Single-Family (RS-8) zones at 315 East Main Street.  All interested parties are invited to attend.
