LEGAL NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing before the City Council of the City of Murfreesboro, Tennessee, will be held in the Council Chambers of the Murfreesboro City Hall, 111 West Vine Street, in said City on Thursday, July 10, 2014, beginning at 7:00 o’clock P.M. for the purpose of considering a proposed amendatory Ordinance 14-OZ-36 amending the Zoning Ordinance and the Zoning Map of the City of Murfreesboro, Tennessee, constituting a part of said Zoning Ordinance, at which time and place all interested persons may appear and be heard with respect to said Ordinance.  The proposed amendatory Ordinance, if and when effective, will amend said Zoning Ordinance to rezone the territory indicated on the attached map from Single-Family Residential Fifteen (RS-15) District and Highway Commercial (CH) District to Residential Multi-Family Sixteen (RM-16) District.

Legal Notice of Public Hearing
The Murfreesboro Planning Commission will conduct a public hearing at 7:00 PM on July 9, 2014 in the Council Chambers in City Hall, 111 W. Vine Street, Murfreesboro, Tennessee to consider amendments to the Sign Ordinance [2014-804] for signs on single buildings on a single lot with a single tenant in the PCD (Planned Commercial District), PID (Planned Industrial District), and PUD (Planned Unit District) and within the GDO-1, GDO-2, GDO-3, and GDO-4 Overlay Districts. The changes are as follows:
1. To eliminate the limitation on the number of attached Tenant Signs on each exterior wall and on the building as a whole and,
2. To allow up to one square foot of signage for each one linear foot of exterior wall to which the signs will be attached.
3. Additionally the amendments will include a change in the manner in which the Display Surface Area is calculated for signs throughout the City.

NOTICE of PUBLIC MEETING
The City of Murfreesboro will be conducting a PUBLIC MEETING on Tuesday, July 15, 2014, at 6:00 p.m., at the City Council Chambers located on the first floor of City Hall, 111 West Vine St., Murfreesboro, Tennessee, to provide information about the City of Murfreesboro’s applications for two 20-year, fixed interest rate Clean Water State Revolving Fund (SRF) loans and the resulting impact on monthly water/sewer bills and user rates.
The applications for both Clean Water SRF loans total $36,500,000 (CG2 2014-338 in the amount of $4,000,000 and SRF 2014-339 in the amount of $32,500,000) for the Sinking Creek Wastewater Treatment plant expansion project. It is noted that the loans are unsubsidized, and, therefore, no form of principal forgiveness is available. The entirety of the loan funds utilized for the project will have to be repaid.

Attention Contractors
The City of Murfreesboro’s Community Development Department seeks contractors for city-sponsored housing rehabilitation programs.
Housing Rehabilitation Program
Projects include housing rehabilitation, emergency repairs, tree removal and reconstruction (new home construction).
Bidders for housing rehab and reconstruction projects must hold a current Tennessee General Contractor License. Contractors wishing to work on houses constructed before 1978 must also have lead-based paint certifications from the State of Tennessee and the U.S. Environmental Protection Agency (EPA). Eligible repairs for the Emergency Repair Program include electrical, plumbing, HVAC and roofing. Vendors for emergency repair and tree removal projects are not required to have a General Contractor license, but must hold any license(s) applicable to their specific trade. All licenses must be current.
Housing Rehabilitation Program contractors are required to provide Workers Compensation coverage and carry Public Liability and Property Damage insurance.
The City of Murfreesboro encourages minority-and female-owned firms to bid on its projects.

NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
The City of Murfreesboro, 111 West Vine Street, Murfreesboro, TN 37130, gives notice that it will submit a request for release of grant funds and an environmental certification pertaining thereto to the Tennessee Housing Development Agency seven (7) days following this publication. The request and certification relate to the following project.
Project Title: 2012 HOME Grant from Tennessee Housing Development Agency.
Location: Unspecified sites within the City of Murfreesboro.
Purpose of Project: Reconstruction of owner-occupied housing units in the City of Murfreesboro.
Estimated Cost:
Owner Rehab  $197,400.00
Administration  $12,800.00
Total HOME Funds   $210,200.00
The City of Murfreesboro will undertake the project described above with HOME funds from the U.S. Department of Housing and Urban Development (HUD) under the National Affordable Housing Act of 1990. The City of Murfreesboro is certifying to the Tennessee Housing Development Agency that the City of Murfreesboro and Shane McFarland, Mayor, in his official capacity as Certifying Officer consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon THDA approval, the City may use the funds, and THDA will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and the related laws and authorities. THDA will accept an objection to its approval of the release of funds and acceptance of the certification only if it is one of the following bases:
a. That the certification was not in fact executed by the chief executive officer or other officer of applicant approved by THDA; or
b. That applicant’s environmental review for the project omitted a required decision, finding, or step applicable to the project in the Environmental Review Process.
c. Other specific ground in HUD regulations at 24 CFR, Part 58.75.
Because the grant award year Project will involve activities at several scattered sites for which the exact location will not be known for some time, an environmental review strategy has been developed including Site Specific Checklists, to assure that the required environmental review is completed for each site. If environmental factors are identified as having an impact on the project or any of the specific projects sites, they will be addressed on a case by case basis.
Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58), and may be addressed to Tennessee Housing Development Agency, 502 Deaderick St., Third Floor, Nashville, TN 37243, Attention: Community Programs Division. THDA will consider all objections received within fifteen (15) days following the receipt of this request.
