ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Tax/Finance Department Remodel, Murfreesboro City Hall will be received, by City of Murfreesboro, Tennessee at the office of the City Administration, 1st Floor, Murfreesboro City Hall, 111 West Vine Street, Murfreesboro, Tennessee 37130-3573, until 10:00 a.m. local time on May 15, 2014, at which time the Bids received will be publicly opened, read aloud, and the apparent successful Bidder identified subject to further bid evaluation. Bids received after the above time and date will be rejected.
The following is a general description of the Project:
The scope of the project consist of interior remodel of the City Hall Tax Department consisting of approximately 5,000 square feet including painting; carpet replacement; new front counter millwork and bullet-proof glazing; framing and sheetrock for new office areas; rework of the front entry door and lobby; new mailroom counters, cabinets and shelves; breakroom millwork and cabinets; electrical, mechanical, and department access, security, and control components associated with the remodel.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, with unit price bid items within as indicated in the Bid Form. All bids must be in accordance with the Bidding Documents prepared and issued by the Issuing Office.
The Issuing Office for the Bidding Documents is: Griggs & Maloney, Inc. located at Suite 205, 745 South Church Street, P.O. Box 2968, Murfreesboro, Tennessee, 37133, (615)-895-8221. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 AM and 5 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, after 10:00 a.m. local time on April 29, 2014, upon payment of a non-refundable deposit of $200 for each complete set of drawings and specifications. Checks for Bidding Documents shall be payable to “Griggs and Maloney, Inc”. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. No electronic media design document copies will be issued or allowed to be issued for this project without the express written permission of the Engineer. All Bidders must be registered plan holders with the Engineer.
A pre-bid conference will be held at 11:00 a.m. local time on May 2, 2014 at Murfreesboro City Hall, Room 218, 2nd Floor, 111 West Vine Street, Murfreesboro, Tennessee 37130. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
A “Bid Bond” or other bond security in the amount of 5 percent of the bid amount must accompany the submitted bid.
The successful Bidder will be required to furnish a “Performance Bond” and a “Payment Bond”, each for 100 percent of the contract amount, as security for the faithful performance of the work and the payment of all bills and obligations arising from the performance of the work.
All bids, which shall include the costs for payment and performance bonds when required, shall remain binding on the Contractor for a period of 60 days after the bid date and time and the Owner reserves the right to accept any bid or bid alternate, to reject any or all bids, or to waive any informalities in bids received where such acceptance, rejections, or waiver is considered to be in the best interest of the Owner. All alternates requested on the bid form will be considered in the award of the Contract.
All bidders must be licensed contractors as required by the Contractors Licensing Act of 1976 (TCA Title 62, Chapter 6). No bid will be opened unless the sealed envelope containing the bid provides the following information: the name, license number, expiration date thereof, and license classification of the contractors applying to bid for the prime contract and for the masonry over $100,000, electrical, plumbing, heating, ventilation, and air conditioning contracts, and for each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation license number, classification (G, L, or GL), and the expiration date, appear on the outside of the envelope containing the bid except when the bid is in an amount less than twenty-five thousand dollars ($25,000) [masonry over $100,000]. When the bid is less than twenty-five thousand dollars ($25,000), the name of the contractor only may appear on the outside of the envelope containing the bid, and upon opening the envelope, if such bid is in excess of twenty-five thousand dollars ($25,000), the same shall automatically be disqualified. Only one (1) contractor in each classification may be listed. Prime contractor bidders who are to perform the electrical, plumbing, heating, ventilation, and air conditioning or the geothermal heating and cooling must be so designated upon the outside of the envelope. Failure of any bidder to comply therewith shall void such bid and the envelope containing such bid shall not be opened or considered. The failure of any bidder to comply with all of the provisions hereof shall automatically disqualify such bid.
No faxed bids will be accepted. All bids must be in a sealed envelope marked “Tax/Finance Department Remodel, Murfreesboro City Hall.”

ADVERTISEMENT FOR BIDS
Sealed proposals will be received by the City of Murfreesboro, City Manager’s Office, City Hall, 111 West Vine Street, Murfreesboro, Tennessee until 3:00 p.m., CST on Friday, May 27, 2014, for the Old Fort Park Indoor Tennis Complex, located in Murfreesboro, Tennessee.
The work includes, but is not limited to, the following elements:
The Old Fort Indoor Tennis Complex project consists of the construction of a new 8 court indoor tennis facility with associated parking and site work.
Plans, Specifications, and Contract Documents may be examined at; F.W. Dodge Plan Room, Nashville; TN Builders Exchange; Lose & Associates, Inc. (1314 5th Ave North, Suite 200, Nashville, Tennessee) Copies of these Plans, Specifications, and Contract Documents may be obtained from Lose & Associates, Inc., upon payment of a refundable amount of three hundred dollars ($300.00).
A pre-bid conference will be held at 10:00 a.m. on Thursday, May 8, 2014, in the City Council Chambers, City Hall, 111 West Vine Street, Murfreesboro, TN. Representatives of OWNER and ENGINEER shall be present to discuss the project.
To demonstrate Bidder’s qualifications to perform the work, Bidder shall submit written information on present commitments and on experience as described in the project Invitation to Bid. The list should include project name, project owner, and project owner’s contact and shall be submitted with bid package.
Each proposal must be accompanied by a certified check or bid bond for not less than five percent (5%) of the bid price to guarantee that the bidder will enter into an acceptable contract under bond. A contract performance bond and payment bond of one hundred percent (100%) of the contract price will be required. Contractor will be required to certify to a drug-free workplace as specified in the bid documents.
Payment will be made on the 15th day of each month on the basis of ninety five percent (95%) of the work completed during the previous month.
No bidder may withdraw a bid for a period of sixty (90) days after bids have been opened. The City of Murfreesboro reserves the right to reject any and all bids and to waive technicalities. Bidding shall be in accordance with the Tennessee General Contractor's License Law. Bidders on construction over the amount of twenty-five thousand dollars ($25,000) must be licensed contractors as required by T.C.A. § 62-6-103. Bidders shall place their bid in a sealed envelope, showing the bidders name, license number, expiration date, and that part of classification applying to the bid, along with applicable and State required sub-contractor licensing information, in accordance with T.C.A. § 62-6-119. Bids not conforming to this provision and provision in the bid documents shall not be opened or considered.

ADVERTISEMENT FOR BIDS – West View Mini-Park Renovation
This bid package is for construction of the West View Mini-Park Renovation. Project includes all work shown on the plans and specifications to include, but not be limited to, the following items:

Base Bid:

The base bid includes, but not limited to, all labor, equipment, and materials, unless otherwise specified, to bring to completion of West View Mini-Park, consisting of demolition of existing features, clearing and grubbing (as needed), minor grading, soil erosion and sedimentation control measures, installation of asphalt paving for 5’ wide path, installation of concrete walks, curbing and post foundations, installation of playground and play nodes, site amenities, fencing and landscaping, all as defined in the plans and specifications. The base bid also includes all permits, fees, bonds, inspections, and final approval by all agencies having jurisdiction.

Alternate:
The bid package also contains two alternates which includes, but is not limited to, all labor, equipment, and materials, unless otherwise specified, for installation of a larger swing at play node #3, a larger playground safety surface at play node #3, two additional rubber wear mats and two arbor swings as defined in the plans and specifications.

Work shall consist of furnishing all materials, supplies and equipment and performing all labor and services incidental to, or necessary for, the completion of construction of the project in accordance with the plans and specifications.
Plans, specifications and contract documents shall be available on Monday, April 21, 2014 and may be examined at the McGraw Hill/Dodge Plan Room, 1604 Elm Hill Pike, Suite 200 Nashville, Tennessee 37224, or copies of these plans, specifications and contract documents may be obtained from Lose & Associates, Inc., 1314 5th Avenue North, Suite 200, Nashville,

Tennessee, upon payment of fifty ($50.00) dollars. The cost is non-refundable. Checks should be payable to Lose & Associates, Inc.

A pre-bid conference will be held at 2:00 p.m., local time, on Tuesday, May 6, 2014 at West View Mini-Park, the intersection of February Street and Smith Street, Murfreesboro, Tennessee 37133. Representative of OWNER and ENGINEER will be present to discuss the Project. It is strongly suggested that an officer or responsible party of the bidding contractor attend this meeting and that non-attendance may be deemed as evidence of bidder’s being non-responsive.
