County Schools budget calls for tax hike

Rutherford County’s property tax rate looks to be going up again this year at least to pay for education.

The county’s Health and Education Committee unanimously approved Tuesday night Rutherford County Schools proposed budget for FY 2010, which calls for another 5 cents on the property tax.

The only problem the committee found with the budget was the amount of funds budgeted for utilities, Health and Education Chairman Bob Bullen said.

“They (the Health and Education Committee) understand there would be an increase, but not that significant of an increase,” Bullen said.

The school system’s budget will go before the Budget and Finance Committee Wednesday night, where the issue will be discussed more.

Previously, RCS Director Harry Gill Jr. said the school board is only asking for what it needs in the next fiscal year. The board has cut all it can and student-pupil ratios will increase over the next year because of the cuts.

The property tax increase is need to fund the opening of Brown’s Chapel Elementary School in the fall and an anticipated drop in state funding through the Basic Education Program (BEP), RCS Finance Director Jeff Sandvig said.

The state has reduced its education funding projections by about $500,000 for next year. Tennessee will give $197,321,221 to Rutherford County Schools for its more than $243 million budget this year, with the county expected to provide the remaining $46.3 million.

The school board has projected a $7.7 million increase in its proposed budget, based on 2 percent to 2.5 percent growth. But because of cuts made to the budget, the school system only needs an additional $2.3 million from the county.

Last year, the board asked for a 7.1-cent property tax increase, but ended up getting 7 cents from a total 12-cent increase.

Next school semester there should not be one school sending children home for money. Books should be free, breakfast and lunch should be free, field trips should be free, all science lab projects on school premises should be free, gym uniforms should be free.

There should be plenty of money coming through. Oh, by the way, forget the tea party, yell when there is a liquor party.

how about those 1/2 days like tomorrow. my kids have to go to school just to pick up report cards. what a waste of taxpayer money! how much does it cost the system to run the bus routes for 1 day? maybe if they eliminated 1/2 days when hardly, if any, school work is accomplished.

Notice how the board asked for 7.1 cents. They got 7 cents. Mind you the tax went up by 12 cents. So when you hear "its for the children" its often also for a bit more.

When I was in school we had one 1/2day, that was the first day of school, the rest were full days. It was like that all 12 years, when did it change to at least a 1/2 day every month?

Do away with half days, yes indeed. Good start!! Now let's look at the building process of our schools. Where do they get their figures for these schools? Do they know there is a planning dept. that knows where developers are going to build. How about builing an efficent school building. Some of these new schools have 8 to 10 wings; wings create more external walls for heat and cooling. Anyone seen a multi-story school building built in Rutherford Co. Less land, cheaper operating cost.
It's seems like we need to get some single parents and people that have to stick to a budget, in these elected offices. This county and country cannot continue with this "blank check" policy.
I don't want to harp on the schools, I personaly think they are the better ones of the county agencies, budget wise.

Well Said Jessy, build up instead of out on all that land. Then you can have multiple schools or sell what you do not need. That land would sell very quickly and at a VERY HIGH return. I believe the only one is Central and look how many years ago that was. Look how long it has lasted.

In additioin to dumping half days, let's dump half the administrators to start with, then lets have the schools do what the rest of us are doing in these bad economic times - without. We call it belt tightening, but it means we have to forego some things to get by. Unfortunately, we cannot levy a wage hike on our employers each time some county politician decides it's time to squeeze a little more blood from the proverbial taxpaying turnip.

The other school that was built up is Seigel High School. The only thing that it seems the top dogs want to build up now are those paychecks.
