City defers vote to annex school sites

Murfreesboro City Council deferred a vote Thursday night on annexing the sites for two proposed middle schools.

The council sited past problems with school sites conforming with city planning regulations, particularly concerning storm water run-off from parking lots and buildings.

“I ask the council to defer action on this request tonight to give the school system the opportunity to work with the city staff so we can resolve some of the current positions and situations hopefully to the satisfaction that will allow this project to be completed,” City Manger Roger Haley said.

RCS spokesman James Evans said the request for annexation was made to make it easier for the schools, should they be approved by the county commission, to be connected to the city’s water and sewer system.

“The easiest way to get on the city sewer system is for the schools to be annexed into the city. The alternative is to set up a special sewer district or get a variance,” Evans said.

The proposed Oakland area and Buchanan area middle schools have met some opposition in the Rutherford County Commission, which denied a request to move forward with the schools last month. The schools will be up for another vote April 16.

Haley said the city’s choice to defer a vote has nothing to do with “an attempt to hold up the project” because of a lack of funding, but is intended to give the city and county school board time to reach an agreement on the site plans for each school.
